Prime Minister Sagyntayev reprimands officials who responsible for gasoline crisis

Yesterday the Prime Minister of Kazakhstan Bakytzhan Sagintayev held a broad meeting with members of Government, including ministers and mayors of regions. During the meeting, the head of the cabinet requested the Minister of Energy Kanat Bozumbayev to report on current gasoline crisis. The minister’s answers disappointed the Chief Executive.

Every week the Chief Executive holds a meeting with Government members in which he listens the reports of ministers and akims on the issues related to their domain. The uniqueness of this week’s meeting was heralded by petrol deficiency, which made frenzy so many people who waited for the solution of the problem from officials.

The Prime Minister found the Bozumbayev’s explanations not convincing and decided to punish the ministry. According to the authority he has, Mr. Sagyntayev fired vice-minister of Energy Aset Magauov and made a proposal to President Nazarbayev on reprimanding the Minister Bozumbayev as the right to do so belongs to the President.

“Due to the fact that only the President can make disciplinary measures against the members of the Government, I am expressing to the Head of State the idea of announcing a reprimand to Kanat Bozumbaev, Kazakhstan’s Minister of Energy,” said Sagintayev and presented his decision of vice-minister “Concerning to vice-ministers –  it's my prerogative. As for the vice-minister of energy Aset Magauov, I decide to dismiss him from his post, the chancellery should prepare the relevant Government decision today.”

Let us remind that yesterday at a government meeting Sagintayev asked the Minister of Energy about the reasons for the deficit of AI-92 gasoline in the country.

"I draw attention to the situation in the fuel market. There is a deficit in the regions: gasoline is selling with a limit or even by coupons. As a result, prices increased. However, despite the fact that, Kanat Aldabergenuly promised to solve all the problems, the situation on fuel and lubricants market remained and did not stabilize. How long will this continue?" the Prime Minister said at a government meeting.

Kanat Bozumbayev told that on June 1, 2017, the total reserves of AI-92 were 292 thousand tons. In the increased consumption period, gasoline reserves at tank farms decreased to 140 thousand tons, which covers the need for 15 days.

"The average price showed an increase of 11%, while import increased from 15% in July to 30% in September and up to 40% in October (expected). The word "deficit" is used incorrectly, there is no deficit in the country," specified the minister.

"I consider all your words as a runaround from job duties. It is necessary to bear responsibility," said the Prime Minister.

The Chief Executive also ordered to take measures on CEO of KazMunayGaz JSC Sauat Mynbayev and his deputy Daniyar Berlibayev.
