Online house management system under development in Astana

Deputy Prime Minister Askar Zhumagaliyev chaired a meeting on digitalization of housing and communal services in KazCenter of Housing and Communal Services JSC, reports

The meeting was attended by the Minister for Investments and Development, Zhenis Kassymbek, akim of Astana, Asset Issekeshev, Vice Minister for Investments and Development, Kairbek Uskenbayev, Chairman of the Board of JSC KazCenter HCS, Nursultan Dzhienbayev, heads of energy and utilities offices of regional akimats, as well as representatives of the housing inspections and natural monopoly subjects.

Askar Zhumagaliyev said that the meeting is held to discuss the main directions of development of infrastructure and housing complex (IHC) and the elaboration of the Roadmap for tool improvement and digitalization of the key indicators of the industry.

Chairman of the Board of KazCenter of HCS, Nursultan Dzhienbayev, presented information on the planned digitalization of the infrastructure and housing complex and the benefits of its implementation.

So, digitalization of utility networks will allow automatic collection of readings from meters, which will eliminate the human factor and ensure transparency of billing. The online house management system will ensure transparent management of operating activities of management companies. Introduction of electronic passports in the housing stock will allow to see reliable information on the number and technical condition of multi-apartment houses in the country. In addition, the planned digitalization of subjects of natural monopolies will provide an opportunity to monitor their activities and improve the balance of production and consumption of energy resources.

"All these data will form the basis of a single intellectual information system, which is currently being developed by KazCenter HCS on behalf of the Ministry for Investments and Development. Users of the system will be residents of houses, management companies, akimats, state bodies, communal service providers. In fact, this will be a "Single Window" in the infrastructure and housing complex, which will ensure transparency of business processes for all sector participants. This applies primarily to the residents who will get the access to the information about their house and apartment, to control the actual consumption of public services, to participate in the management of the house and to lodge complaints and suggestions online," said Nursultan Dzhienbayev.

Also, the problems of digitalization related to the lack of accurate data on the number and status of the multi-apartment houses, their equipment with metering devices, decentralized purchase of devices operating on different standards, different approaches to information resources in IHC, a small number of mobile applications in the field of housing and the lack of unified requirements for technical parameters, were raised at the meeting.

In this regard, local executive bodies were instructed to study the question of the development of the regional program for the improvement of tools in apartment buildings, to carry out housing inventory, to meter installed devices, the existing local information systems and resources of natural monopolies, and others.

The management of KazCenter of HCS also presented new technologies and projects in the sphere of housing construction. Thus, the company plans to cooperate with the Global Environment Facility to implement the Global Cleantech Innovation Program (GCIP) for small and medium businesses in Kazakhstan. This will promote innovative start-up projects for the development of renewable energy sources, energy efficiency, waste management and resource saving. Also in the near future it is planned to open a competence center, which will train highly qualified specialists in the sphere of housing construction.

It is also planned to create a 3D laboratory for the development of modern technologies in the design of buildings. The laboratory complex will include a physico-chemical laboratory of water, a laboratory for energy saving and new building materials, mobile laboratories. The guests also got acquainted with the project of the energy-efficient quarter and visited the exhibition of energy-saving technologies.
