UNT to be held from June 20 to July 1 in 167 points — Y. Sagadiyev

Today at the meeting of the Government chaired by the Prime Minister Bakytzhan Sagintayev, Minister of Education and Science, Yerlan Sagadiyev, reported on the preparations for the Unified National Testing, reports primeminister.kz.

As Yerlan Sagadiyev noted, in 2018 the UNT will be held for the 15th time. In these years more than 1.5 million school graduates passed UNT. This makes up 80% of the total number of graduates.

According to the minister, until 2017, the UNT functioned as the final exam of 11 years of schooling, as an entrance exam to the university and a mechanism for awarding state educational grants.

"As you know, this format of testing was changed in 2017. Now the final attestation or final examination is conducted in schools, and the UNT has become an entrance exam to universities and a tool for awarding educational grants," Y. Sagadiyev emphasized.

Final certification, in other words, the final examination in schools will be held from May 29 to June 9. Examinations take place in 5 subjects, including 4 compulsory and 1 subject of choice. All examinations are divided into oral and written exams and tests. The materials for the final examinations are prepared by the National Testing Center and will be delivered by special communication to all regional education departments by May 25 this year.

"In 2018, the UNT format will not change; it will take place in the same format as in the past year. Terms of UNT and the number of test tasks will not change,” said the Minister of Education and Science.

The UNT will be held from June 20 to July 1 in 167 locations. There is a total of 120 test tasks. The maximum score is 140. The passing score is 50 points, for entry into the national universities it is necessary to score 65 points.

To date, a database of test tasks for all the UNT subjects has been formed. In 2018 the base of test tasks was updated by 50%. Test tasks are focused on functional literacy, i.e. the abilities for further learning, the level of logical thinking, basic competencies and understanding. The variety of forms and content of tasks will exclude the guessing and memorizing the educational material, and will give an opportunity to assess the real knowledge, abilities of the graduate.

The number of graduates who will take UNT this year is 102 442 or 70% of the total number. Including 77 thousand or 76% in the Kazakh language, 25 thousand or 24% — in Russian. Compared with the last year, the number of graduates who applied for participation in the UNT increased by 10 thousand. The share of graduates participating in the UNT is 70%. The number of graduates who pass the UNT in the Kazakh language has increased by 5%. This year, graduates are given the first opportunity to take UNT in English.

The Ministry will not conduct a rating of schools following the UNT results.

To prepare graduates for the UNT, the trial online testing has been improved. Now it can be passed at home. To date, online testing has been passed 145 thousand times.

In addition, since the beginning of the year, about 390 thousand paper test books were sent to the regions on the requests of schools. It is also planned to send an additional 185 000 test books. Thus, before passing the UNT, each graduate will, on average, undergo a trial testing about 7 times.

In order to improve the test conditions in the current year, the following innovations are envisaged:

- An information leaflet with a combination of profile subjects together with the UNT certificate for each graduate;

- The list of specialties for which a graduate can apply;

- The opportunity to take UNT in the next stream or when CT is passed in case of absence oat the UNT for valid reasons;

- An individual assistant, as well as a sign language interpreter for children with special educational needs;

- A single call center, calls are in Kazakhstan.

Since the current year, when awarding educational grants, holders of Altyn belgi will have the pre-emptive right only in case of equality of points.

The possibility of admission to higher education institutions on a paid basis in August of this year and in January of next year remains. Thanks to this norm, over 30 000 young people have the right to access higher education.

Following the consideration of the issue, the Prime Minister Bakytzhan Sagintayev noted that a single national testing is always a socially sensitive issue.

In this connection, the Ministry of Education and Science was instructed, together with the akims, to conduct an analysis taking into account all possible risks and ensure that UNT is conducted at the proper level.

The Ministries of Internal Affairs, Healthcare, and the National Security Committee need to take comprehensive measures to ensure the safety of UNT participants. Akims should take personal control of the organization of final exams in schools and the UNT.

The control is entrusted to Deputy Prime Minister of Kazakhstan, Erbolat Dossaev.
