Green economy is an important instrument for ensuring development of Kazakhstan — M. Mirzagaliyev

June 5 at a briefing following the results of the meeting of the Government, Vice Minister of Energy Magzum Mirzagaliyev reported on the measures taken to switch to a green economy, reports

As the vice minister noted, the green economy is one of the most important tools for the development of Kazakhstan.

At the national level, Kazakhstan has already started the implementation of a large-scale program for the creation, development and modernization of the economy.

The Presidential Decree of May 30, 2013, approved the Concept on the Transition of the Republic of Kazakhstan to a Green Economy. Kazakhstan is one of the first countries in the world to adopt the strategic document of transition to the green economy at the state level and has been successfully implementing it for 5 years already. Target indicators, norms and measures of the green economy included in legislative acts and program documents of Kazakhstan are the guidelines for all levels of government and all sectors of civil society.

Magzum Mirzagaliyev explained that the measures for the transition to a green economy, according to the Concept, are being implemented in the following areas: sustainable use of water resources, development of sustainable and high-performance agriculture, energy saving and energy efficiency, development of electric power industry, waste management system, reduction air pollution, and conservation and effective management of ecosystem.

"Specific target indicators for the development of renewable energy have been adopted: by 2020, it is necessary to achieve a three percent share of RES in the total amount of electricity production, and ten percent by 2030," the vice minister said.

At the same time, he noted that the renewable energy market is growing every year, in 2017, 1.1 billion kWh was produced. Last year, 5 RES facilities were put into operation.

Also, the vice minister described the advantages of the auction mechanism, which is being introduced this year to select the best RES projects.

"Auctions will make it possible to clearly define the rules and responsibilities of all market participants, both in the generation, transmission and consumption of renewable energy. This system will give an impetus to the development of the most cost-effective RES projects," Mirzagaliyev said.

Also during the briefing it was noted that in 2017 the legislative base in the sphere of greenhouse gas emissions regulation was improved, the National plan for allocation of quotas for greenhouse gas emissions for 2018-2020 was approved.

"Thus, competition is created between enterprises with respect to specific indicators, and accordingly issued quotas. In this regard, to increase their efficiency, enterprises are interested in reducing greenhouse gas emissions," the vice minister believes.
