Bakytzhan Sagintayev instructs to increase efficiency of budgetary expenditures

June 12 in the course of the consideration of the republican budget execution for five months of 2018, Prime Minister Bakytzhan Sagintayev gave a number of specific instructions after hearing the report of the Ministry of Finance, reports

According to the report of the Minister of Finance Bakhyt Sultanov, the state budget revenues (without transfers) amounted to 3290 billion tenge, or 104.3% of the plan. According to the republican budget, the execution of incomes amounted to – 100.7%, on the local budget – 114.4%. Expenditures of the republican budget were executed for 3684.5 billion tenge.

The Prime Minister noted that in the five months there has been growth in agriculture and industry. However, development is hampered by the construction industry. 275.5 billion tenge is provided for the construction of republican facilities. According to the Minister of Finance Bakhyt Sultanov, in the reporting period, only 15% of the annual amount or 42.2 billion tenge were spent. Until the end of the year, 233.3 billion tenge is to be spent.

Minister for Investments and Development Zhenis Kassymbek, in his turn, reported that the construction of the facilities is on schedule and the plan will be implemented by the end of the year.

After the consideration of the issue, Bakytzhan Sagintayev noted the growth of indicators in agriculture and the production sector. At the same time, it was instructed to closely monitor the effectiveness of the use of budget funds, to take measures to conduct the corresponding competitive procedures.

The Ministry of Finance was instructed to seize the funds provided if the established indicators are not fulfilled by the results of six months of this year and redistribute them to implement other tasks set by the Head of State. It is necessary to strengthen systemic measures to solve the problems of financial support for the development of agriculture, processing, and lending of the economy.
