Commissioning of more than 12 million m² of housing planned for this year

June 19 at the meeting of the Government chaired by the Prime Minister Bakytzhan Sagintayev, the implementation of the Nurly Zher Housing Construction Program was considered, which resulted in the adoption of a draft resolution on re-affirming the program as a state program, reports

As First Vice Minister for Investments and Development Roman Sklyar noted, according to the state planning system, the Nurly Zher program is re-affirmed as a state program.

"The draft provides for the implementation of the address of the Head of State to the people 'Five Social Initiatives.' Starting in 2019, it is proposed to increase the financing of construction of rental housing without redemption by 10 billion tenge annually. This will ensure the provision of social housing every year for about another thousand citizens,” Sklyar said.

In addition, to ensure the growing volume of construction, it is planned to increase the financing of construction sites of engineering networks for 20 billion tenge. There are also provisions for state and non-state enterprises to support their employees. According to the First Vice Minister, such organizations will be able to issue housing loans to employees, including as a down payment, which is an essential aid for resolving housing issues for teachers, doctors and civil servants.

"As part of the amendments, the akimats are granted the right to purchase the constructed facilities for the active participation of private developers in the program.

Provision is made for the implementation of credit housing not only for investors of Housing Construction Savings Bank, but also for depositors of second-tier banks. These conditions will give a greater impetus to the development of the mortgage program 7-20-25 due to affordable price parameters on which akimats are built," Sklyar said.

In general, the adopted norms will allow to ensure the annual dynamics of the increase in the volume of housing commissioning by 8% or more than 8 thousand dwellings per year and to bring the index of housing provision by 2030 to 30 m² per person.

According to the Ministry for Investments and Development, in the first 5 months of this year, 4.6 million m² of housing was put into operation in the country, which is 2.7% more than the same level in 2017.

"More than 40.3 thousand families have improved their living conditions, of which about 2 thousand families have benefited from public funds. Investments in this industry increased by 29.9% compared to the same period of last year and amounted to 391 billion tenge," Roman Sklyar informed.

According to him, the largest volumes of housing were introduced in the cities of Astana, Almaty and Mangistau region. Significant growth in the rate of housing construction is noted in Almaty (51%), South Kazakhstan (43.8%), Mangistau (43%) and West Kazakhstan (39.9%) regions.

In the current year, within the program, it is planned to provide at least 12.1 million m² of housing. At the expence of budgetary funds it is planned to hand over 22 thousand apartments or about 1.3 million m². In total, the implementation of the Program in the republican budget of 2018 provides for 148.6 billion tenge.

According to Chairman of Baiterek NMH Aidar Arifkhanov, as of June 1, Baiterek Development JSC signed a subsidy agreement for 31.9 billion tenge. A total of 59 projects worth 53.3 billion tenge were submitted to the second-tier banks. A total of 57,600 m² was built, of which 8,4 thousand m² in 2017, and 49,2 thousand m2 — in 2018.

Akim of Kyzylorda region Krymbek Kusherbayev, Pavlodar region — Bulat Bakauov, West Kazakhstan region­ — Altai Kulginov, as well as akims of Astana and Almaty — Asset Issekeshev and Bauyrzhan Baibek reported on the situation in the field of housing construction in the regions.

Following the consideration of the issue, the members of the Government unanimously supported the draft of the relevant resolution.
