Whether the rise in housing prices should be expected in near future - Kairbek Uskenbayev

June 19 at a press conference following the results of the meeting of the Government, Vice Minister for Investments and Development Kairbek Uskenbayev answered the journalists' questions regarding the implementation and actualization of the Nurly Zher State Housing Construction Program, reports

At the briefing, journalists asked the vice minister if housing prices could rise in connection with the implementation of the 7-20-25 Program.

Kairbek Uskenbayev assured that prices in the housing market should not increase.

"On the part of the Government, we are building a lot of housing. In the framework of the Nurly Zher Housing Construction Program, we set limits: in regions, the price per square meter should not exceed 140,000 tenge, in the cities of Astana, Almaty, Atyrau, Aktau — 180,000 tenge. Therefore, I think, there will be no special changes. The prices will remain the same," the vice minister explained.

Then Kairbek Uskenbayev answered the question about measures being taken to improve the quality of housing construction. So, according to him, to date, work is under way to improve the system of construction control and transfer of the entire construction industry to digital format.

"We are now significantly strengthening the quality control system for the construction of houses. Many questions arose that from the Soviet times the state commission was taken at home. Several years ago we made changes. There are market participants who directly participate in building process: the developer, the contractor, the author's and technical supervision," the vice minister stressed.

According to him, henceforth, in respect of each construction participant, criminal and administrative responsibility will be provided.

In addition, in order to ensure transparency and quality of construction, all paper registration books will be translated into electronic format.

"Today we have five books that are built for the time of construction. Now we must see them on a specially opened electronic portal. All market participants must receive an electronic digital signature. The state bodies will see the entire course of construction throughout the country. They will be able to send notifications. If this is not enough, inspections will be conducted," Uskenbayev said. This system will be implemented already this year.

Earlier at the meeting of the Government chaired by the Prime Minister Bakytzhan Sagintayev, First Vice Minister for Investments and Development Roman Sklyar reported on the progress of the Nurly Zher Housing Construction Program. According to the system of state planning, in the implementation of the address of the Head of State to the people "Five Social Initiatives," the Nurly Zher program have been re-affirmed as a state program. Starting in 2019, it is proposed to increase the financing of construction of rental housing without redemption by 10 billion tenge annually. This will ensure the provision of social housing every year for about another thousand citizens.
