Kazakhstanis began to receive a new type of aid — MLSP

Since July 2018 Kazakhstanis have begun to receive a new aid. The instruction to introduce it was given by the President of the country Nursultan Nazarbayev in his annual Address. Those who care for invalids of the first group since childhood can count on it. Vice Minister of Labor and Social Protection of the Population Svetlana Zhakupova told about the innovation at the press conference in the Government, reports primeminister.kz.

One of the main innovations of the law is the legislative consolidation of the norms for the introduction of a new aid to individuals caring for a disabled person of the first group from childhood over the age of 18, voiced in the Address to the people of Kazakhstan in early 2018.

"We conducted preliminary work to collect applications, and today 10,000 families have already been receiving these payments. So, July 24 the payments were already closed and accordingly 10,000 families received this type of benefit," said Zhakupova.

In total, about 14,000 families applied for this type of benefit, the amount of the aid will be 1.05 of the subsistence minimum. This aid is appointed from the day of treatment and for the entire period of establishing the disability of the first group from childhood.

At the same time, the vice minister stressed that if two or more disabled people of the first group live in the family, the allowance is assigned and paid for the care of each. If care for the is carried out by several persons, the allowance is assigned and paid to one of them.

"I would like to note that this is the choice of the family. The allowance can be received either by a mother who sits at home, does not work and cares for a child with disabilities. Either the mother can work, but at the same time she can receive the services of an individual assistant. That is, there are other programs that will finance the content of this individual assistant," explained Zhakupova.

In addition, a disabled person of the first group from childhood or his legal representative has the right to apply for a change of the carer no more than twice during a calendar year.

To date, work is being done with the remaining 4,000 non-applicants.

At the same time Zhakupova named the most frequently encountered problem in the appointment of benefits.

"Some families did not register guardianship. A person must be recognized as incompetent in these legal relationships, and accordingly a guardian is appointed who will represent him in all state bodies, and only then will the allowance be assigned. Now just a part of the families are being registered through the court of guardianship, and accordingly from the next month we will begin to charge them a benefit," the vice minister said.

It should be reminded that July 2, 2018, the Head of State signed the Law of the Republic of Kazakhstan "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Social Security Issues."
