Kazakh PM holds a meeting on relocation of state agencies in Turkestan region

August 20, as part of a working visit to the Turkestan region, Prime Minister Bakytzhan Sagintayev held a meeting on relocation of local executive and central state bodies, reports

At the meeting, the process of redeployment of state bodies was discussed, as well as prospects for socio-economic and cultural development of the city of Turkestan and the region as a whole.

Opening the meeting, Sagintayev recalled that June 19 the Head of State signed the Decree on the establishment of the Turkestan region, defining the city of Turkestan as the regional center. To implement the Decree, the Commission for the Development Prospects of the Turkestan Region was formed under the chairmanship of the First Deputy Prime Minister of Kazakhstan Askar Mamin.

In June, the commission with a trip to Turkestan considered the issues of redeployment of state bodies, organization and holding of a competition for the development of the Master Plan for the Development of Turkestan as a cultural and spiritual center of the Turkic world, and prospects for socio-economic development of the region.

The corresponding Roadmap has been approved, containing the main actions to ensure the smooth and efficient functioning of state bodies and organizations in the region.

Sagintayev also noted that according to the instruction of the President, work is underway to implement the Concept of the Master Plan for the Development of the City. The main goal of the Head of State is to start construction of new buildings in a short time. The Prime Minister stressed that construction in the region should be accelerated.

In addition, the need to involve business representatives in the development of Turkestan is indicated. To date, the commercial sector has already received proposals for the construction of social facilities, hotels and other significant facilities. The Samruk-Kazyna Sowereign Wealth Fund also plans to contribute to the development of the region.

To implement the tasks set by the President for the development of the region, the necessary financial resources will be fully allocated.

Region’s Akim Zhanseit Tuimebayev reported on the relocation progress. According to the information provided, all local executive bodies passed state registration. For their placement in Turkestan, 12 buildings with a total area of 11,680 m2 were allocated. At the first stage 70% of employees were transferred. For 27 territorial bodies, 16 buildings have been identified. For today, representatives of 14 agencies are located in the city and have already begun their work.

The akim of the region dwelled in detail on the issues of providing housing for moving civil servants. So, to date, employees are offered to rent 67 private apartments. On average, such housing will cost 50-80,000 tenge / month. In addition, in Turkestan, 305 places in the dormitory, 14 hotels have been prepared for temporary accommodation; in Kentau there is a hostel for 275 people and seven dwelling houses. In addition, in Turkestan, the construction of 20 multi-storey houses for 1200 square meters, in Kentau — 7 houses for 420 square meters areunderway. Completion of facilities and commissioning are planned for 2019.

In addition, in order to implement the program 7-20-25 within the framework of the Five Social Initiatives of the President, the Socio-Entrepreneurial Corporation started construction of six multi-storey apartment buildings with 360 square eters.

As for the budgetary part — the planned amount of the regional budget for 2018-2019 was revised and approved. The budget of the region for the current year was 621.6 billion tenge, and after the separation of the budget of Shymkent it is estimated at 552.5 billion tenge. The ministries of National Economy and Finance submitted applications to cover the costs of Shymkent for the next two years. Work is underway to transfer the regional objects (167 regional institutions) located in Shymkent to city property, 55 enterprises with 29.5 billion tenge of assets have already been transferred to the balance of the city.

Reporting on the development of the region and Turkestan, Tuimebayev said that priority measures have been identified, a draft Master Plan for Social and Economic Development of the Turkestan Region has been developed until 2024. The plan includes 188 activities. The volume of necessary funds is 1.3 trillion tenge for five years.

"The main center of tourist attraction, the mausoleum of Kh. Yassaui, is owned by the Ministry of Culture and Sports. Together with the ministry, we plan to establish an enterprise to create a tourist destination around the mausoleum of Turkey's experience," the akim said, noting the high tourist potential of Turkestan. Only in the past year the city was visited by more than a million tourists.

Representatives of relevant ministries reported on the progress of the redeployment of territorial executive bodies, the current situation in the region and the prospects for development.

Minister of Finance Bakhyt Sultanov reported that the territorial units of the ministry passed state registration and re-registration in the justice bodies. July 25, representatives of the structures of the Ministry of Finance were relocated to Turkestan. Currently, employees of the regional departments work in Turkestan: 8 — the State Revenue Committee, 4 — the Internal Audit Committee, 5 — the Treasury Committee, and 2 — the State Property and Privatization Committee. They are temporarily housed in the building of the Turkestan Governance of Income Management.

Mirzagaliyev, culture and E. Kozhagapanov, labor and social protection of the population S. Zhakupov, internal affairs B. Bisenkulov, and Deputy Chairman of the Board of Samruk-Kazyna Fund A. Aidarbayev made their comments on the issue.

In turn, the First Deputy Prime Minister Mamin noted that to date, architects have developed 22 projects of infrastructure and innovation development of the city. Until the end of September, a decision will be made to conclude the Master Plan. After approval, a competition will be announced for the preparation of the Master Plan, which will be held in two stages: until 2035 and until 2050.

During the meeting, the chief architect of the Kazgorstroy design institute T. Yeraliyev told about the preparation of the concept of the General Development Plan. Within a month's time, the expert group collected and accepted for consideration all the questions.
