Kazakh PM meets with activists and business representatives on development of Shymkent

During the working trip to Turkestan region, Prime Minister Bakytzhan Sagintayev met with the activists and business community of Shymkent on the issues of city development in the context of socio-economic and further spatial development of the agglomeration.

Within the framework of the meeting, the current situation in the matter of developing a new metropolis, as well as prospects and plans for ensuring an efficient, harmonious and balanced development of the metropolitan area, was considered. In addition, the city development plan was discussed, in particular, major projects implemented in 2018-2019.

Bakytzhan Sagintayev recalled that June 19, 2018, Nursultan Nazarbayev signed a decree on the creation of a new administrative and territorial unit — the city of Shymkent. The Head of State, consolidating Shymkent as a city of republican importance, noted the presence of all necessary conditions and potential to become the center of attraction of investments, technologies and intellectual resources. Moreover, not only on the scale of Kazakhstan, but the entire Central Asian region. A qualitative transformation into a key regional point of economic growth and should determine the direction of further development of the city.

Akim of Shymkent Gabidulla Abdrakhimov reported on target indicators and the work carried out by the akimat on the development of the Shymkent agglomeration in the context of the new status of the city.

To date, several large projects are being implemented in the city. Agreements have been concluded on the construction of a new airport terminal in Shymkent at the expense of financing by the SCAT Airlines. The airline is ready to invest $50 million, and the akimat of the city, in turn, allocates 2.8 hectares of land for the construction of the terminal and the road to it. National Company "Kazakhstan Temir Zholy" plans to develop the design and estimate documentation for the reconstruction of the Shymkent railway station by the end of the year. The construction of 220-kilovolt substation "Bozaryk" is underway, which is to become the main source of power supply in the northern part of the city. Upon completion of the work, 250,000 inhabitants will receive high-quality electricity.

Under the 7-20-25program, within the framework of the President's Five Social Initiatives, 175 multi-storey houses are being built, which will solve the problem of those in need of housing.

"In order to reduce the housing deficit next year, it is planned to build eight rental and 68 credit multi-story buildings worth 56 billion tenge, and 11 new schools are planned to solve the school deficit in Shymkent," Abdrakhimov said.

Two industrial zones Ontustik, Tassay and Ontustik Special Economic Eone successfully function in Shymkent. Here there are 66 enterprises, 58.5 billion tenge have already been invested, and 4,890 jobs have been opened. By the end of the year, it is planned to attract 38.3 billion tenge of investments for the opening of 14 enterprises, on which 2,047 people will find a permanent job.

Akim of the city noted that in 2020 Shymkent will assume the status of the CIS cultural capital. So, in order to increase the tourist attraction, it is planned to implement projects on the reconstruction of the Shymkent Citadel and the improvement of the Koshkarata river.

Ministers of finance B. Sultanov, education and science E. Sagadiyev, Vice Minister of Internal Affairs B. Bisenkulov also took part in the discussion.

Summing up the meeting, Prime Minister Bakytzhan Sagintayev noted that during two months that Shymkent has been in the status of the third megapolis, a great deal of work has been done in a timely manner. It is necessary to develop a new agglomeration in the same rhythm further.
