During harvest season, farmers given priority in sale of petroleum products — Kazakh PM

August 22 at the Government meeting, Prime Minister Bakytzhan Sagintayev instructed the responsible central and local executive bodies to take the necessary measures for the timely conduct of harvesting work, reports the press service of Prime Minister.

The progress of harvesting in the country was reported by Deputy Prime Minister – Minister of Agriculture Umirzak Shukeyev. Harvesting of grain crops continues in the republic. The work is being done in the regular mode, at the current date the harvesting works are almost completed in Zhambyl (95.2%) and Turkestan regions (95.6%). The yields for these regions averaged 21 c / ha.

Harvesting continues in Aktobe, Almaty, West Kazakhstan, Pavlodar, Kyzylorda and East Kazakhstan regions. Harvesting area of cereal crops in these regions is 3 million hectares, of which 1.1 million hectares were harvested, which is 36.3%. Two million tons were harvested with an average yield of 18.1 centner / ha.

"In general, the gross grain harvest is projected at more than 20 million tons, which is a good result in the harsh conditions of the current season. The main grain growing regions will start harvesting in late August - early September. According to the akimats, the readiness of the machinery for harvesting is 100%," Shukeyev said.

At the meeting it was noted that 394,000 tons of cheap fuel was allocated to agricultural producers for timely harvesting. July volumes have been chosen almost completely by regions. Volumes for August month (110,000 tons) were paid for.

Reporting on the implementation of fuel for harvesting, Shukeyev noted the positive experience of introducing digitalization. So, in the Pavlodar region the project on electronic distribution and realization of the cheapened fuel for cleaning works was launched in the pilot mode. Volumes are distributed transparently, in order of priority, with reference to electronic maps of fields and confirmation of crops by space monitoring. The Ministry of Agriculture plans to extend this experience to all regions by the beginning of the spring work of 2019.

Concerning the availability of grain storage capacity: the total capacity in the republic is 26.7 million tons, including 13.7 million tons at grain receiving enterprises, 13 million tons for agricultural producers. This capacity is sufficient to store the forecast crop, taking into account the remnants of past years.

According to the Ministry of Agriculture, to date, a ton of wheat III type is worth 48-49,000 tenge. Preparatory work is underway to export grain of the new crop. Together with government agencies, work is being done to timely address logistics issues.

Minister of Energy Kanat Bozumbayev reported on ensuring timely fuel dispatch for harvesting. In general, in Kazakhstan for August 20, the volume of diesel fuel is more than 260,000 tons, 110,500 tons of which will be send for agricultural work according to the schedule.

"As of August 20, 44,000 tons were sent, which is 40% of the planned volume. There are no problems with diesel fuel at factories. August 20 Pavlodar refinery came into operation after repair, the plant will produce 4-5,000 tons of fuel a day," Kanat Bozumbayev reported.

Akim of Kostanay region — A. Mukhambetov, Akmola region — M. Murzalin, North-Kazakhstan — K. Aksakalov reported on the current situation on harvesting works.

Based on the results of the consideration, Bakytzhan Sagintayev noted that at present the southern, western and eastern regions of the country have started harvesting works. At the same time for the northern grain-growing regions harvesting can be prevented by rain. There is a high humidity of crops.

Taking into account the climate, there is not much time to complete the harvesting work. At the same time, in spite of weather conditions, harvesting in the regions should be carried out at the proper level.

In this regard, regional akims are instructed to take the necessary organizational measures for the timely conduct of harvesting operations. Particular attention is given to the technical equipment of grain elevators and vegetable stores for the reception and processing of this year's harvest. The provision of the necessary equipment during the ongoing work is entrusted to take on special control

The Prime Minister reminded that during the harvesting period, agricultural producers have priority in selling petroleum products.

The Ministry of Energy has to ensure the availability and stability of diesel fuel supplies in accordance with the approved Schedule of regions for refineries before the end of harvesting works.

The Ministry of Investments and Development, taking into account the expansion of the geography of export of agricultural products, was instructed to take measures to meet the needs of farmers in grain trucks and covered wagons.
