Kazakh PM instructs akims to take measures to significantly improve public safety

At a meeting of the Government chaired by Prime Minister Bakytzhan Sagintayev, Minister of Internal Affairs Kalmukhanbet Kassymov, as well as akims who have the authority to appoint and assign tasks to the leadership of the local police service, made reports on ensuring public safety and efficiency of the local police, reports the press service of the Prime Minister.

During the consideration of the issue, the Prime Minister Bakytzhan Sagintayev drew Kassymov’s attention to the results of the legislative changes. The society expects improvements from the recently adopted law, in which the interior departments have been transformed into police departments, and the local police service has become part of them.

The Prime Minister also drew attention to the decision of personnel issues. This applies to the district inspectors (in some regions there are more than 10% of vacant places in the regular number of the police units) and the local police service personnel, in particular the progress of the gradual transfer of sergeant positions to officers. In addition, it is necessary to take a more serious approach to the development of the experience of school inspectors. In this direction, Bakytzhan Sagintayev noted the need to study the statistics of juvenile crime in schools with and without inspectors.

Based on the results of the consideration of the issue, Bakytzhan Sagintayev instructed the akims to hold special meetings of the Interdepartmental Commissions on the Prevention of Offenses with consideration of the existing problems of the region and take measures that significantly strengthen the level of public safety.

In addition, Sagintayev pointed to the need for information openness of the Ministry of Internal Affairs. It is entrusted to hold regular briefings of the responsible persons on the issues of combating crime, resonant investigations, public security in the press center of the Ministry of Internal Affairs of Kazakhstan.

Minister of Internal Affairs Kassymov was instructed to activate the role of the Public Council of the Ministry of Internal Affairs.

Recall, July 12, 2018 one of the laws aimed at improving the activities of the state security bodies was adopted. By law, the Departments of Internal Affairs have been transformed into police departments, and the local police service has joined them as a structural unit, preserving the previous tasks and functions.

The akims are entitled to appoint and dismiss chiefs of police departments (on the proposal of the Minister of Internal Affairs) and powers to set before the police the tasks of law enforcement and the prevention of violations, but without interfering in the police's operational, investigative and procedural activities. Heads of police departments are legally obliged to report at least once a year to the akim and the population.
