IIN-based Identification and new program: Kassymov talks about measures to prevent theft of mobile phones

Minister of Internal Affairs Kalmukhanbet Kassymov told about the new program aimed at stopping the theft of mobile phones in Kazakhstan.

According to the minister, in several parts of the country — Almaty, Astana cities, Pavlodar and Karaganda regions — inspections of shopping centers and markets have been carried out, which confirmed the existence of a problem on the sale of stolen items.

"There are violations. At single stores many sell phones and spare parts that do not have a history of origin. Today Akim of Almaty reported that he had closed one market. All measures should be taken against the owners of these markets, shopping centers and the owners of boutiques themselves," Kassymov said.

In particular, certain measures will be taken to identify cell phones. As a result, it is almost impossible to connect a stolen phone in Kazakhstan without providing the individual identification number and passport data.

According to Kassymov, to date 85-87% of stolen phones are turned on in Kazakhstan. This is due to the fact that there is no proper order in registering phones. The conducted analyzes show that a small part is exported to the PRC, Russia, Uzbekistan, Kyrgyzstan.

Kassymov also talked about plans to prevent the export of stolen phones from the country.

"Now the stolen phones will be sold abroad. We know about this work. Now we are taking preventive measures. We are launching a program where we will see where in which country our stolen phone is connected and working," the minister said.

As Kassymov noted, the program is already working in the pilot mode. Its peculiarity lies in the fact that it works in cooperation with other states.

Recall, today at a meeting of the Government chaired by Prime Minister Bakytzhan Sagintayev, the effectiveness of the work of the local police to ensure public security in the regions was considered.

Thus, July 12, 2011, one of the laws aimed at improving the activity of the organs of internal affairs was adopted. By law, the Departments of Internal Affairs have been transformed into police departments, and the local police service has joined them as a structural unit, preserving the previous tasks and functions.

Now the akims have the right to appoint and dismiss the chiefs of police departments (on the proposal of the Minister of Internal Affairs) and the authority to set before the police the task of law enforcement and the prevention of violations, but without interfering in the operative-investigative and procedural activities of the police. In addition, heads of police departments are legally obligated to report at least once a year to the akim and the population.
