Bakytzhan Sagintayev assesses quality of medical services in Semey

As part of the working trip to the East Kazakhstan region, Prime Minister Bakytzhan Sagintayev visited the emergency medical care hospital in Semey where got acquainted with the ongoing work to improve the quality of health care in the region.

During the visit to the hospital, Bakytzhan Sagintayev assessed with the quality of medical services. The operating department was visited, as well as the emergency room, where, according to the Head of the Regional Health Department Marat Shoranov, a new system Triaqe was introduced. Innovations aimed at speeding up the delivery of medical care. In the emergency room, a multi-level system has been introduced, which, depending on the color, shows doctors and medical staff the locations of patients with different severity of diseases. This allows providing the necessary medical care in an order of priority to patients in urgent need. The hospital is also equipped with modern medical equipment. In just eight months 2018, about 9,000 patients were served.

Triage-system is the distribution of patients into groups, based on the need for priority and homogeneous medical services. Patients are divided into three "corridors," depending on the type of treatment and the severity of the condition: from emergency to planned hospitalization. This allows effective and quick provision of emergency medical care for critical patients, that is, you can immediately provide resuscitation, heart defibrillation, etc. The corridors do not overlap, which is of great importance for maintaining the sanitary and epidemiological condition at the facility and preventing spread of pathogens of various infectious diseases.

Here the Prime Minister was informed about the implementation in the region of the Densaulyq State Program and the Comprehensive Plan to Improve the Efficiency of Health Care System of the East Kazakhstan region for 2017–2019. In particular, the information was provided on the digitalization of health care, deregulation of the sphere, development of PPP and the private services sector, as well as plans to accomplish the tasks set by the Head of State in the Address “Growing Welfare of Kazakh Citizens: Increase in Income and Quality of Life,” which defines the quality of health services as the main component of social well-being of the population.

Currently, there are more than 4,000 doctors and about 11,500 health workers in the state medical institutions of the region. In order to provide the region with qualified personnel, measures of social support for graduates of medical universities are enforced. At the same time, young professionals who arrive in rural areas are provided with social support. For example, according to the program “With a Diploma — to the Village!” 40 specialists were paid a one-time lifting allowance and 12 doctors were given a preferential loan for housing. As part of the “Employment Roadmap 2020” program, doctors were provided with housing in Ust-Kamenogorsk.

The Head of Healthcare Department Shoranov, reported that the Center for Robotized Surgery, the Center for Transplantology and the Insult Center are functioning to provide patients with high-tech medical care in the region. In addition, it is planned to implement projects in the field of neurosurgery and hematology. In general, according to the akimat, by the end of 2019 all medical organizations in the region in priority areas will have modern world-class medical equipment.

As part of the digitalization of the health care system in 100% in state and 97.4% of independent medical organizations, medical information systems were introduced. Today 100% of employees are trained in working with information systems of the Ministry of Healthcare. Digital literacy posts have been created to explain to patients and provide assistance in installing and applying new mobile applications in the registries of medical organizations. By the end of 2018, 30% coverage of urban medical organizations and 15% of rural with mobile applications is planned. At the same time, from July 1, the transition to paperless medical records is taking place.

It should be noted that currently six projects on the principle of PPP are being implemented in the EKR health sector. In addition, much attention is paid to the development of private medicine. Thus, 47% of medical organizations in the region that provide guaranteed free medical care are private.
