Kazakh PM gets acquainted with implementation of President’s instructions to improve quality and affordability of housing

In the East Kazakhstan region during his working visit, Prime Minister Bakytzhan Sagintayev familiarized himself with the work carried out in the region to improve the quality and affordability of housing, and also examined the conditions for the provision of pre-school education on the example of a new kindergarten.

In his Address to the people, “Growing Welfare of Kazakh Citizens: Increase in Incomes and Quality of life,” the Head of State Nursultan Nazarbayev called the quality and affordability of housing one of the main factors for creating a comfortable living environment.

On the example of the Karagaily residential area under construction in Semey, Bakytzhan Sagintayev familiarized himself with the progress in implementing the instructions of the Head of State to improve the quality and affordability of housing in the region. The microdistrict erected under the Nurly Zher program was designed in the northern part of the right bank of the city in an ecologically clean area of ​​200,000 hectares with a housing fund of 787,000 m². The Prime Minister was presented a draft plan for the Aksai residential area, which will provide housing for more than 25,000 people.

It should be noted that, taking into account the tasks set by the Head of State, social infrastructure facilities will also be erected. It is planned to build two secondary schools with 1,200 places, three kindergartens with 370 places, a children's rehabilitation center for 150 places, etc. The project of the cultural and sports complex Abai Arena is a three-storey building with a gym, with 5,000 spectator seats. The complex provides for the placement of pools and other facilities for various sports activities.

Akim of the Region Daniyal Akhmetov also reported on other infrastructure projects in the region as part of the implementation of the Nurly Zher Program. Currently, from all sources of financing in housing construction, 18.6 billion tons of investments were directed to the the East Kazakhstan region. 195,100 m² of housing or 1,823 houses were commissioned, of which 629 are individual houses. In 2018, the housing construction plan increased by 8% and amounts to 410,500 m². Further, the volumes will increase incrementally — by 2021 it will be 517,100 m². To achieve the objectives in the field in 2018–2020, it is planned to build 184 houses (15,905 apartments). Currently, 81 apartment buildings (6,497 m²) are under construction, of which 45 houses (3,576 m²) are planned to be commissioned in 2018. In 2018, construction began on 54 individual residential buildings (5,100 m²) in Ust-Kamenogorsk and 50 individual houses (5,000 m²) in Semey with the provision of engineering and communications infrastructure.

In addition, the Prime Minister visited the kindergarten for 320 places near the residential area of ​​Karagaily, where he got acquainted with the quality of pre-school education. The construction of the kindergarten was carried out in the framework of a public-private partnership and was completed in August 2018. In the light of the implementation of the instructions of the Head of State, voiced in the Address “Growing Welfare of Kazakh Citizens: Increase in Income and Quality of Life,” all the conditions necessary to provide quality educational services have been created. Sagintayev got acquainted with new educational technologies aimed at the comprehensive development of children. At the same time, in their professional activities, educators will apply methodological tools, methods and techniques of training, corresponding to the latest model of intellectual development.
