B. Sagintayev holds a meeting with activists and public of East Kazakhstan region

As part of a working visit to the East Kazakhstan region, Prime Minister Bakytzhan Sagintayev met with the region’s activists and representatives of the public to discuss the main objectives of the President’s Address to the People “Growing Welfare Kazakh Citizens: Increase in Incomes and Quality of Life.”

At the meeting, issues of raising the level of income of the population, a new level of quality in education and health care, approaches to the further development of infrastructure and industrialization, improving the business climate, the development of the agro-industrial complex and increasing the affordability of housing were explained.

Akim of the East Kazakhstan region Daniyal Akhmetov reported on the socio-economic development of the region in the context of the implementation of the instructions of the Head of State, further diversification of the economy, training and retraining of personnel, human resource management, and the development of competitive business in the region.

A detailed action plan with specific indicators and deadlines for their implementation has been developed in all areas of the President’s Address in the region. First of all, in the direction of Increase in Incomes of the Population, the 1.5 times increase in the minimum wage will affect 38,000 public sector employees: wages will grow by an average of 35%.

“We are monitoring. We define each person and will implement this program. Of course, the continuation of the implementation of the Business Road Map-2020 program, which the President has defined until 2025, will play a major role in raising the incomes of society,” said Akhmetov.

Over the past three years, the program supported 788 projects worth 14 billion tenge.

In general, according to the akim, since the beginning of the year in various sectors of the economy, thanks to measures taken by the Government, 14,000 new workplaces have been created, including 11,000 permanent ones.

In addition, in order to implement the instructions of the President on the development of export-oriented industrialization in the East Kazakhstan region, great attention is paid to the agricultural sector. To this end, this year a program for the development of the agricultural sector for 2018–2022 was prepared. Gradually, an increase in the average annual capacity of processing enterprises. Starting in 2019, projects on meat processing will be implemented, bringing volumes up to 51,000 tons by 2021. For the development of the transport and logistics complex, the reconstruction of Semey airport, and in 2019 the reconstruction of Ust-Kamenogorsk and Urzhar airports will begin.

Further, reports on the clarification of certain areas of the President’s Address were made by members of the Government.

The Minister of Labor and Social Protection of the Population Madina Abylkassymova noted that the new Address of the President to the people of Kazakhstan is a powerful package of social and economic reforms aimed at further increasing the welfare of the people of Kazakhstan and the competitiveness of our country in global conditions.

As Abylkassymova said, the increase in the size of the minimum wage from January 1, 2019, will be 1.5 times to 42,500 tenge will bring a multiplicative effect for the entire economy. The increase in the minimum wage bill will lead to wage growth for 1.3 million people working in low-paying positions in all sectors of the economy. At the same time, in accordance with the instructions of the Head of State, from January 1, 2019, wage increases will be provided for 275,000 civil servants working in state-financed organizations. The growth of wages for them will average 35%.

“The salary increase will affect, first of all, such categories of civil servants as workers of the I-IV category, basic, administrative and technical personnel with secondary special education and low length of service. For example, among the main staff, this will concern educators, methodologists, laboratory assistants, nurses, paramedics, obstetricians, etc. Of the administrative, auxiliary, technical staff — technicians, translators, methodologists, clerks, archivists, secretaries, operators, etc. At present, we have prepared a corresponding draft resolution of the Government and sent it for approval to the central state and local executive bodies,” the minister informed.

The Minister of Education and Science Yerlan Sagadiyev reported that within the framework of the Address comprehensive work is being carried out to improve the status of teachers, their salaries, the quality of education, and the necessary conditions for children and teachers are being created.

“A national testing system will be developed for educators. This year we have introduced national testing for teachers, as a result of which teachers can get a new category and additional payment. The same category award system will be developed, discussed and implemented for kindergarten teachers,” said the minister of education and science.

Sagadiyev also mentioned the issue of child safety, including the presence of psychologists in schools. Today, in Kazakhstan as a whole, 80% of schools and 60% of kindergartens are provided with video surveillance cameras. In the East Kazakhstan region 100% of schools and 72% of kindergartens are provided. According to the instructions of the Head of State, this indicator should reach 100%.

The Minister of Healthcare Yelzhan Birtanov noted that the improvement of the quality of medical services requires the priority development of primary health care. In this regard, the burden on general practitioners will be reduced by creating new sites and developing small forms of primary health care. Family practice will be further developed: the proportion of doctors will increase by 10%.

"In order to stimulate the transfer of health workers of the primary network to new disease management technologies, a gradual increase in salaries to local doctors and nurses will be held by 20% from January 1, 2019. The salary increase will affect 10,000 local doctors and 30,000 nurses as they learn To new methods of work, bringing to 100% by the end of 2019. 5 billion tenge will be allocated for this,” said Birtanov.

According to the minister of healthcare, as part of the implementation of the President’s Address, it is necessary to continue the digitalization of the activities of all medical organizations through a full transition to paperless workflow from January 1, 2019, thereby reducing the unnecessary burden on medical personnel.

Minister for Investments and Development Zhenis Kassymbek reported that in order to provide citizens with affordable and high-quality housing, the Nurly Zher program has been actively implemented over the past two years: the growth of construction work in the housing sector is about 8-10%. This year it is planned to commission 13 million m² of housing.

“In the East Kazakhstan region this year it is planned to introduce 410,500 square meters. The main tools for the implementation of this order is the new program 7–20–25. Today, with the National Bank, we are working on additional measures to stimulate this program,” said Kassymbek.

In the Address, the Head of State commissioned over five years to build about 650,000 dwellings. Of these, 250,000 will be built directly under the Nurly Zher program. The number of rental housing will also be increased by increasing the allocated funds from 25 billion tenge to 35 billion tenge. At the same time, work is underway on the construction of engineering communications: funding has increased from 80 billion tenge to 95 billion tenge.

First Vice Minister of Agriculture Arman Yevniev reported that in order to accomplish the task set by the Head of State to increase labor productivity and export processed products 2.5 times, the necessary measures will be taken to improve the competitiveness of the agricultural sector in the framework of the updated State Program for the Development of the Agro-Industrial Complex its technological retrofit.

So, in order to increase the availability of financing for agribusiness entities, work is being done to improve existing and introduce new financial instruments (introduction of agricultural receipts, improvement of agricultural insurance, development of a system of credit partnerships). For their implementation, a package of amendments to the legislative acts, which are currently under consideration in the Mazhilis of the Parliament, has been formed. By order of the President of the Republic of Kazakhstan, the bill is planned to be adopted by the end of 2018.

A reform of agrarian science and education has also begun with a focus on business needs and technology transfer. In order to improve the quality of agricultural education, a concentration of three agricultural universities is held to provide the industry with specialists of the required quality. Standards of the world's leading universities will be introduced here, following the example of the Nazarbayev University, and franchises of foreign universities will be attracted.

Vice Minister of National Economy Aibatyr Zhumagulov reported on short-term tasks in the light of the implementation of the Address.

As noted by the vice minister, the development of SMEs is an important factor in economic growth and increasing incomes of the population. In accordance with the instructions of the Head of State within the framework of the republican budget for 2019-2021. 30 billion tenge will be additionally provided annually for the further implementation of the State Program Business Road Map 2020. Only in 2019, 69 billion tenge will be allocated for financial support under the Program.

“Today a new pool of 4,000 projects has already been formed. Support for new projects will create an additional 22,000 jobs and produce products for 3 trillion tenge. As part of the extension of the Business Road Map-2020 program until 2025, direct financing will be provided for entrepreneurs through the Damu Fund, and the services for the provision of subsidies and guarantees will be provided in electronic format on the e-government portal. These measures will significantly reduce the time needed to make a decision on subsidizing and guaranteeing from 25 to 5 days, optimize the list of documents and ensure the transparency of decision making,” Zhumagulov informed.

Chairman of the Board of Atameken NCE Ablay Myrzakhmetov expressed confidence that business entities will support the appeal of the Head of State to increase wages.

“All the reforms carried out in the country should, first of all, affect the well-being of Kazakhstanis, and this is the key moment of the current Address. Raising the minimum wage will affect business representatives. I am sure that the appeal of the Head of State will be supported by the business entities and will increase the salaries of their employees,” said Myrzakhmetov.

According to him, measures to support small and medium-sized businesses indicated in the Address will increase the competitiveness of domestic businesses, as well as expand export markets.

During the meeting, representatives of the regional public also spoke, who noted the importance of the initiatives reflected in the President’s Address.

The chief physician of the East Kazakhstan Oncologic Dispensary, G. Sagidullina, spoke about the development of the health care system in the light of the President’s Address.

“The support of primary health care workers is very important to us. The upcoming wage growth and partial subsidies will expand the coverage of participation in the 7–2–25 program,” said Sagidullina.

The doctor also touched on the topic of creating a new cancer center. According to her, the project will allow patients to receive highly qualified assistance without going abroad. At the same time, Kazakhstan oncologists today have the opportunity to gain experience and education in the treatment of cancer.

The Rector of the East Kazakhstan Technical University J. Shaymardanov commented on the need for the task to improve the quality of higher education. Director of Kazzinc LLP A. Khmelev, in turn, expressed support for initiatives to develop a business and investment climate, as well as questions about the further development of domestic export-oriented enterprises and the new concept of the labor market.

Summing up the meeting, Sagintayev noted that the issues of implementing the Head of State’s Address to the people “Growing Welfare Kazakh Citizens: Increase in Incomes and Quality of Life” were discussed twice in the Government together with akims of all regions. Implementation activities were divided into three parts: long-term, medium-term and operational.

Operational activities do not require any changes in legislation and additional funds from the budget, so they must be executed before January 1, 2019. These include issues of improving the quality of housing and public utilities, digitalization of communal services’work, tariff setting regulation and timely provision of coal.

Operational measures will be implemented before the beginning of 2019. The Prime Minister noted that the population should be aware of the measures taken and feel the changes.

For all other activities on behalf of the Head of State, funds are provided in the republican budget. Until December 1, the budget for 2019 will be adopted, 1.75 trillion tenge are available. Legislative changes will be adopted by Parliament before the end of 2018. From January 1, 2019, these measures will take effect. To this end, the National Action Plan for the Implementation of the Address has been developed.
