Transit hub: Bakytzhan Sagintayev gets familiar with work of largest checkpoint in Central Asia Nur Zholy and visits Khorgos dry port

 Prime Minister Bakytzhan Sagintayev is on a working visit to the Almaty region. In order to familiarize with the development of transit potential on the Kazakh-Chinese border, the Nur Zholy (Kazakhstan) — Khorgos (China) checkpoint and a number of facilities of the Khorgos International Center of Boundary Cooperation were visited.

Nur Zholy, the largest checkpoint on the territory of Central Asia, is a kind of logical conclusion to the large-scale project of Western Europe – Western China, implemented under the Nurly Zhol Program of President Nursultan Nazarbayev . The state program of the Head of State in conjunction with the PRC Belt and Road Initiative is aimed primarily at the revival of the Great Silk Road. The checkpoint in the Panfilov district of the Almaty region is designed for heavy and light vehicles, as well as passenger buses to cross the border with the People's Republic of China.

Sagintayev examined the workshops of the point and familiarized himself with its main technical parameters. The construction of this modern transport and logistics center began in 2017, and a solemn opening ceremony was held September 27. It is also important that the construction of the project was implemented on the basis of public-private partnership.

The Nur Zholy point has no analogues in terms of its technical equipment, the speed of passage of vehicles and the implemented control systems. The installed modern equipment, thanks to the concept of non-stop operation and automation of the control and registration systems, reduces the time required for customs and border procedures of freight transport to 40 minutes.

Deputy Chairman of State Revenue Committee of the Ministry of Finance Gosman Amrin informed that the general layout of the complex provides for freight turnover of up to 2,500 vehicles in the working day in both directions of the movement, including 2,200 cargo trucks and 300 passenger cars. This allows a significant increase in transit flows. In the future, the new checkpoint can increase the capacity up to 5,000 vehicles per day. The emergence of a large trade corridor with such a checkpoint will increase the investment attractiveness of the country and will give impetus to the development of the regional economy.

Here Bakytzhan Sagintayev also examined the international center for cross-border cooperation. The project is being implemented at the initiative of the heads of state of Kazakhstan and China. The goal is to develop cross-border trade, economic, investment, scientific, technical and cultural cooperation between the countries.

The JSC Khorgos International Center of Boundary Cooperation consists of the Kazakhstani and Chinese parts located on the border adjacent territories of two states with a total area of ​​560 hectares and connected by a "Special crossing" passing through the state border. The uniqueness of the project lies in the fact that within the territory of the Center, individuals, goods and vehicles move freely, without the need for visas.

As President of the Khorgos Center Kaharman Jazin said that since the opening in April 2012, the interest of the residents of the two countries in the center has increased annually. Considerable work has been done to simplify the procedure for entering the territory of the international center. Since November 2016, citizens need only an identity card, a birth certificate of a child (accompanied by one parent) to enter the territory of the Khorgos center. The total number of visitors from both sides amounted to more than 1 million people in the period from January to September 2018.

Currently, work has been completed on the adjustment of the General Development Plan, providing for the accession of reserve territories of 236 hectares. According to the new General Plan, construction of multifunctional trading houses and centers for international business cooperation, as well as places of cultural exchange, educational and scientific training centers, recreation areas with a sports and recreational infrastructure is envisaged.

According to the information of Khorgos center, 27 investment objects with a total value of about 356 billion tenge are distributed on the territory of the center. The total area of ​​commissioned trading houses is 24,663 m². By the end of the current 2018, it is planned to complete the construction of two investment projects with an area of ​​about 40,000 m².

In addition, a special economic zone with a certain package of tax incentives has been created in the Kazakhstani part of the Khorgos center. The attachment of the status of special economic zone to the Khorgos center creates favorable conditions for the development of entrepreneurial activity and attraction of investments. Future participants of the SEZ Khorgos Center will be exempt from the main taxes, except social. These and other benefits and preferences will be applicable for both Kazakhstani and foreign participants. Digitalization of the goods turnover at the center is being introduced. This will automate the customs control processes.

Today the issue of continuous operation of the center throughout the day for investors to work on investment object has been resolved. With the aim of further cross-border trade and tourism recovery between Kazakhstan and China, 14-hour operation mode was introduced.
