Youth support makes great contribution to improving country's economic competitiveness — expert on Address-2019

One of the priorities in the President’s Address “Growing Welfare of Kazakh Citizens: Increase in Incomes and Quality of Life” is comprehensive support for young people. The President declared that 2019 is the Year of Youth. In an interview with PrimeMinister.kz, Bakytgul Khambar, director of the Center for Strategic Research at the Economic Research Institute JSC, shared her expert opinion on the importance of supporting the younger generation.

Khambar believes that the important issue was raised timely, which can make a great contribution to improving the competitiveness of the country's economy.

Today in Kazakhstan, according to official data, there are about 4 million young people, of which 2.3 million live in urban areas and 1.7 million — in rural areas.

“Considering that the youth is not only an energetic part of society, but also an investment in the future of the economy, today the world community pays great attention to the development of youth policy, including the youth labor market,” said the expert.

To understand the importance of this issue, she cited several examples. Thus, according to the World Bank research, young people who have difficulty entering the labor market will continue to experience a low level of sustainability and ability in a dynamic and demanding labor market. Also, a study published by The Economist shows a direct link between the unemployment rate of young people and their future income. In particular, they note that men under the age of 23 who experience unemployment during the year will earn 23% less in 10 years than their peers who have a job.

In this regard, Khambar noted the importance and timeliness of Kazakhstan’s commitment to introduce and implement the UN Sustainable Development Goals, which are aimed at providing opportunities for improving the welfare of each member of society. At the same time, the achievement of the goals largely depends on solving the problem of the youth labor market, which requires each country to improve the youth employment policy.

“I think that the creation of a broad platform of social elevators will play a big role in increasing the opportunities of young people in the labor market,” Khambar noted.

The expert stressed that the effective implementation of the policy of comprehensive support for young people in the future will not only ensure the sustainable movement of Kazakhstan’s society, but can also have a significant socio-economic effect for the country. At the same time, we must not forget that one of the main factors is the active participation of the country's youth. Today, 549 youth organizations effectively operate in our country, 10 of which have the status of republican significance. A legal and institutional framework has been formed to promote the interests of young people. To this end, the country has laws on state youth policy, on volunteering and the concept of state youth policy until 2020.
