Bakytzhan Sagintayev to get acquainted with implementation of President’s instructions in Zhambyl region

On behalf of the Head of State, Prime Minister Bakytzhan Sagintayev arrived in Zhambyl region on a working trip to inspect the implementation of presidential instructions given in the Addresses, state programs and at a recent Security Council meeting. Particular emphasis is placed on improving the quality of services provided in education, health care, housing and public utilities, in particular, ensuring transparency of pricing and measures taken to reduce tariffs in the region, the press centre of Prime-Minister reports. 

In the regional center, the Prime Minister will hold a series of meetings with employees in education, health care, and representatives of the regional business community. The agenda includes improving the quality of medical services, transparency in the pricing of services and medicines in the region, increasing the availability of education and the quality of training qualified personnel, providing employment, developing entrepreneurship, increasing the competitiveness of the manufacturing sector through the introduction of elements of Industry 4.0, etc.

One of the main objectives of the trip is the issues of tariff policy transparency and the measures taken to reduce tariffs in the Zhambyl region, which will be discussed at a meeting with the heads of the regional antimonopoly department, the regional power grid company, monopoly companies, utilities and prosecutors.

In the course of his working trip, the Prime Minister will also visit a number of industrial and social facilities to get acquainted with the implementation of the Nurly Zher and 7–20–25 housing programs in the region, the quality of medical services, the modernization of the water supply system, digitalization, the development of industries and agriculture.

Upon arrival in the region, Sagintayev inspected the work of the milk-processing enterprise of Kokzhiek-2030 LLP, where he familiarized himself with the development of the agro-industrial complex and the execution of the President’s instructions to increase the volume of agricultural processing. Today the company produces more than 40 types of dairy products. Since the beginning of the year, 200 tons of butter, 500 tons of milk powder and other dairy products have been produced. According to the Head of Kokzhiek-2030 LLP A. Begimbetov, as part of the modernization of the enterprise, modern equipment of the Italian company FRAU Impianti was purchased and launched in 2018. This allowed to increase the capacity of the plant to 25,000 tons of milk per year.

Deputy Akim of Zhambyl region M. Shukeyev, in turn, reported on current indicators and prospects for the development of agriculture in the region. So, for January-September, the gross output of agriculture amounted to 190.5 billion tenge, which is 4.2% higher than the same period in 2017. Over the last year, investments in the fixed capital of agriculture increased by 63.9% and amounted to 19.3 billion tenge, including investments in food production increased by 26.5% to 5 billion tenge.

As part of the stabilization of food prices, from early 2018, 810 tons of goods worth 1.2 billion tenge were sold at 54 social stores at low prices. From the Stabilization Fund in all districts of the region 296 tons of goods were sold for 398 million tenge. Also in the region, 169 rural fairs were held. For 2019, the planned modernization of 20 kiosks and utilities markets for the sale of goods directly from producers to consumers.

According to the Ministry of Agriculture, thanks to the measures taken in the Zhambyl region in January-September 2018, compared with the same period 2017, the production of vegetable oil in natural terms increased 2.2 times, crackers and cookies — by 93.3%, chocolate — by 2.7 times, macaroni — by 0.8%, sausage products — by 2.6%, processed milk— by 17.3%, fermented milk products — by 0.6%, cheese and cottage cheese — by 17.2%, ice cream — by 54%.

As of October 1, there is a tendency of increase in the number of cattle by 9.5%, compared to the same period 2017 in the region. Meat production increased by 3.8% and amounted to 44,100 tons, cow's milk — by 2.8% to 246,500 tons, chicken eggs — by 5.5% to 99.5 million. In the first nine months, the volume of beef exports amounted to 640.9 tons. In 2018, 1,502 thousand tons of hay were harvested for the wintering of livestock in Zhambyl region, provision is 107%, there are 44,400 tons (95%) of haylage and 56,000 tons (125%) of silage.

In 2018, the cultivated area in the region amounted to 669,100 hectares, which is 38,900 hectares more than in 2017. In the region as of November 9, the harvesting of grain crops has been completed. About 299,200 hectares or 100% of the area have been harvested. Nearly 791,700 tons of grain were harvested at a yield of 26.5 centners / hectare. As of November 12, 20,000 tons of subsidized fertilizers were shipped to farmers of the region, which is 2,900 tons (or 17%) more than in 2017.

In turn, the First Vice Minister of Agriculture Arman Yevniev noted that over the last week in the Zhambyl region there has been a slight increase in almost all socially important food products, with the exception of carrots, and onions.

In this regard, in order to stabilize prices for socially important food products, the formation of regional stabilization funds for foodstuffs is carried out. As of November 8, the volume of products in the stabilization fund is 5,459 tons, of which 1,445 tons are vegetables, 448 tons are first-class flour, 60 tons are buckwheat, 55.48 tons of vegetable oil. At the same time, there are funds in the deposits and accounts of agricultural producers of 392,837 thousand tenge.

Recall, the Prime Minister makes working trips to the regions on behalf of the Head of State. Bakytzhan Sagintayev visited Atyrau, Aktobe, Karaganda, Kostanay, Kyzylorda, Mangistau, Turkestan, West Kazakhstan, North Kazakhstan, Akmola, Pavlodar, East Kazakhstan and Almaty regions.
