Askar Mamin gets acquainted with socio-economic development of Taldykorgan

As part of his working trip to the Almaty region, the Prime Minister of Kazakhstan Askar Mamin familiarized himself with the development of the city of Taldykorgan, visited social facilities designed to improve citizens' well-being, and assessed the industrialization in the region.

During the visits, the Prime Minister inspected the quality of the implementation of social initiatives of the First President – Elbasy “Aleumettik Qamqorlyq,” Industrial and Innovative Development, Nurly Zhol Infrastructure Development and the 7-20-25, Densaulyq Healthcare, as well as agriculture, digitalization and tourism state programs in the region.

Inspecting the residential area under construction, the Prime Minister familiarized himself with the measures being taken to increase the affordability of housing and to solve the housing problems of the needy, including large families. In May 2019, 230 apartments are planned for commissioning in 16-storey residential buildings. Particular attention is paid to the implementation of social projects near the residential area: on the first floors will be provided 50 rooms, rebuilt into medical facilities. It is also planned to open a clinical diagnostic department.

Implementing the social measures "Aleumettik Qamqorlyq" in the region, it is planned to build 10 rental houses for 420 apartments with a total area of ​​26 thousand square meters. Eight houses with a total area of ​​19.4 thousand square meters will be commissioned in 2019, which will provide housing for 300 families, including large ones. In general, within the framework of the 7-20-25 Program, 35 prospective residential areas were identified in the region. Up to 2022, about 1 thousand houses with ​​more than 1 million square meters will be erected. To date, 145 applications have been approved by second-tier banks for this program. Along with this, 1 billion tenge was allocated from the local budget for the provision of social assistance to citizens for the payment of the initial contribution for the purchased housing. This assistance will be provided to large families, public sector employees from among health workers, teachers, police officers. To start payments, all the necessary procedures have been carried out, funds have been sent to the districts, and the issue is scheduled for the end of March – the beginning of April 2019. To increase the affordability of housing, citizens are also provided with land for individual housing construction with the provision of appropriate engineering infrastructure.

Here, the Prime Minister was presented a model for the city landscaping and reported on the progress of construction. In particular, questions of the implementation of regional and city gas supply schemes were considered.

With the measures taken to improve the availability and quality of medical services in the region, Askar Mamin familiarized himself with the example of the work of a multi-field hospital. The office of magnetic resonance imaging, a new situational center, which was opened in December 2018 were visited.

Thanks to the newest technologies, the Center allows detecting oncological diseases at an early stage, as well as determining their probability as a percentage. On the day in the center about 10-15 patients are examined. All cabinets are equipped with highly professional diagnostic monitors, the issue of connecting artificial intelligence is being worked out. The united information system unites 13 medical institutions of the region, which makes it possible to centralize all radiological studies, including computed, magnetic resonance imaging, X-rays, etc.

The Prime Minister was also briefed on the development of a network of medical organizations, digitalization and technical equipment of medical institutions, as well as on measures taken to increase personnel potential and reduce the burden on doctors. Thus, in 2018, construction of 18 health facilities was started, 15 of which have already been commissioned.

In general, following 2018 results, the region’s overall mortality was reduced by 2%, infant mortality – by 7%, mortality from circulatory system diseases – by 7.9%, from tuberculosis – by 12.5%, and from malignant neoplasms – by 1.5%.

In the regional center Askar Mamin also visited the territory of the Taldykorgan industrial zone, where the implementation of large-scale projects in agriculture, construction, chemical and food industries began. In total, it is planned to place about 70 enterprises with the creation of 1.6 thousand jobs. The Prime Minister was also presented plans for the development of six industrial zones in the Almaty region (Taldykorgan, Berek, Boroldai, Kairat, Arna, and Kazbek Bek). According to the regional akimat, the areas on which it is planned to place investment objects are provided with engineering infrastructure. Completion of construction of all facilities is planned for 2020. In general, in the territories of industrial zones it is possible to locate more than 300 enterprises with the creation of about 8,000 jobs.

Familiarization with industrialization continued at the Kainar AKB battery manufacturing plant. At the workshops Mamin inspected the technological process and product line. The plant has the latest equipment for recycling of formerly used batteries. The company specializes in assembling batteries in automatic mode. Lead tapes and electrode plates are also produced here. The plant capacity is 3 million units per year.

At the end of his working trip, the Prime Minister visited the Entrepreneurs Service Center, where he familiarized himself with the work on the provision of services and the pace of development of small and medium-sized entrepreneurship. In addition, projects were presented on the socio-economic development of the city, incl. tourism, agriculture, the development of the suburb of Almaty. The Social Map of Almaty region was also presented.
