Government approves amendments to Roadmap for the Year of Youth

Amendments to the Roadmap for the Year of Youth were approved March 26 at the Government meeting chaired by the Prime Minister Askar Mamin.

This document contributes to the creation of conditions for the successful socialization of young people and the direction of their potential for the further development of the country.

The Minister of Information and Social Development Dauren Abaev reported that, in terms of holding the Year of Youth, the First President – Elbasy Nursultan Nazarbayev set a number of specific tasks on four key blocks:

  • affordable education and talent support;
  • employment;
  • social support;
  • strengthening patriotism, inter-ethnic harmony and citizenship.

As the First President of the country noted: “Youth is a key factor in a country's competitiveness.” Therefore, one of the most important tasks of state policy is the full spiritual, cultural, educational, professional and physical development of the younger generation of citizens. For the implementation of all designated areas, the Government adopted the Roadmap for the Year of Youth. At the same time, Jan. 23, 2019, during the youth Forum, the Leader of the Nation heard a number of presentations by the participants, instructing them to implement the initiatives they voiced in the document.

First. Launching the project “Find Yourself” jointly with the Ministry of Education and Science, the project is aimed at providing vocational guidance to young Kazakhstanis. It is about helping young citizens find their vocation.

Second. Opening and development of berkutchi (eagle hunter) centers in various regions of the country. It is planned not only to open training bases and hold competitions at various levels, but also in cooperation with the Ministry of Culture and Sports to make this ancient art an important element of ethno-tourism in Kazakhstan.

Third. Developing the sports clubs for young people, providing free workshops on self-defense.

Fourth. Creating the republican volunteer movement “Student Initiative” together with universities and colleges of the country as well as a base of young volunteers in order to assist the disabled, the elderly, orphans, the lonely and the homeless.

Fifth. Creating new tools to promote and position the national brand of Kazakhstan with the involvement of promising representatives of the youth media environment.

Thus, today the draft Roadmap consists of 89 points and includes five directions.

The first direction is the provision of housing for working youth. It is planned to build at least one thousand rental apartments annually in the cities of Astana, Almaty and Shymkent. Housing is intended for young professionals engaged in manufacturing, agriculture and in public organizations, scientists, start-up entrepreneurs. Such factors as the number of children, raising a child with special needs, incomplete families, and so on will be taken into account.

The second direction is youth employment. The implementation of the Zhas Kasіpker program. Over the course of three years, over 60 thousand young citizens will learn the basics of entrepreneurship. It is planned to issue 15 thousand microloans for rural youth. Over 30 thousand state grants will be provided for the implementation of new business ideas for young people. The third direction is the development of education and volunteering. The Zhas Maman project is being developed, which provides for the training of specialists in the 100 most demanded industrial and service professions. This will be carried out on the basis of 20 advanced universities and 180 colleges covering 200 thousand young people in all regions of the country for three years.

All universities and colleges will be connected to the Open University project. Also, grant funding for basic and applied research will be increased by 3 billion tenge per year. For students who are actively involved in volunteering, the scholarship will be increased by 30%.

The fourth direction — the development of social activity of youth. The implementation of the nationwide project "Green City – Green Village" on the basis of the Zhasyl El movement is envisaged. Quotas for student teams in construction companies will be allocated. The development of the program of military-patriotic education until 2025 and others has started.

The fifth area is a whole range of activities aimed at supporting young families, health and social inclusion. For example, it is planned to resume the practice of widespread regional youth championships and student universiades. It is planned to implement image and awareness-raising projects aimed at socializing various categories of young people, preventing suicide, strengthening the institution of the family and promoting family values, and others.

In general, the implementation of all designated areas will provide solutions to improve the social comfort of young families, improve the quality of human capital, as well as the effective socialization of the most different categories of young people.

During the discussion on the issue, akims of Zhambyl region Ablay Myrzakhmetov and the city of Shymkent Gabidulla Abdrakhimov made a report on the ongoing work on measures to support young people in the regions.

Deputy Prime Minister Gulshara Abdykalikova noted that the changes to the republican budget considered in the Senate of Parliament provided 24.6 billion rubles for the Year of Youth and called on all the ministries to actively join in the work being done. At the same time, the main issues are providing young people with workplaces, providing grants for starting their own business, and paying particular attention to youth practice issues.
