Gulshara Abdykalikova inspects implementation of social measures "Aleumettik Qamqorlyq" in Akmola region

March 28, 2019, the Deputy Prime Minister Gulshara Abdykalikova arrived in Akmola region with a working group in order to conduct outreach on the implementation of the new social measures of Elbasy “Aleumettik Qamqorlyq.”

The measures are aimed at increasing incomes and supporting low-income strata of the population, solving housing issues for low-income citizens, improving education and health care, and promoting an integrated development of the regions.

The group included the Minister of Labor and Social Protection of the Population Berdibek Saparbayev, Minister of Education and Science Kulyash Shamshidinova, Minister of Healthcare Yelzhan Birtanov, Chair of the Committee for Construction, Housing and Communal Services Markhabat Zhayymbetov, Secretary of the Nur Otan Party Farkhad Kuanganov, Deputy Chairman of the Board of Atameken National Chamber of Entrepreneurs Lazzat Ramazanova, journalists and bloggers.

Work in the region began with a meeting with veterans, large families, low-income families, disabled people and the public in the city of Kokshetau in the Dostyk recreation center.

Opening the event, the Abdykalikova noted that today the state is taking a set of measures to improve welfare and increase incomes of the population. At the same time, she emphasized that assistance from the state will be rendered to disabled citizens and persons temporarily in difficult circumstances. And all people who can work should participate in all forms of employment offered by the state. Therefore, we all society need to get rid of dependency, as an antisocial phenomenon.

Further, the working trip continued in the polyclinic No. 1 of Kokshetau, where issues of implementation of the Densaulyq State Health Development Program were discussed with Akmola health workers. In the region, the medical burden per general practitioner has been reduced to 1,682 people, and also 97.7% of the population have electronic health passports.

“Improving the quality of medical care is under special control. For these purposes, uniform requirements for the quality of medical care and a unified system of control should be implemented. An equal volume of high-quality medical services should be available to the urban and rural population,” said Abdykalikova.

At a meeting with akims of cities and regions, heads of enterprises, business structures and trade union organizations, issues of observance of labor rights of workers, promotion of social partnership and social responsibility of business were discussed. It was especially emphasized that industrial enterprises and business structures should be directly involved in supporting low-income citizens by providing them with jobs and solving housing issues. At the meeting, Murat Shamshinurov, the head of AIZET FARMS LLP, engaged in the production and processing of grain and meat products, took the initiative. He pledged to build two semi-detached houses by September and give them to Akimat for subsequent allocation to low-income families.

Also during the working visit, the Deputy Prime Minister inspected the activities of the city employment center, with the assistance of which 2.5 thousand people found jobs in 2018.

In addition, she familiarized herself with the work of the branch of the Government for Citizens. For two months, over 34 thousand public services have already been rendered, including more than 5 thousand in electronic format.

Abdykalikova instructed the management of these institutions to provide timely and high-quality services to the public.

Concluding the first day of the working visit, Gulshara Abdykalikova held a personal reception of citizens on social protection issues. She explained in detail the content, forms, methods and support mechanism for vulnerable groups of the population.

Among those who applied was a low-income mother of many children, Gulzaira Bekpasova, bringing up five young schoolchildren with her disabled husband, who asked for help with housing. She receiced a positive answer, in April she will become the owner of rental housing.

Abdykalikova also visited a mother of many children, Anargul Mukhamedrahimova, who is raising five children. She says that she and her husband manage to provide their children with everything they need, the only question in which the family needs help is the privatization of housing. Local executive bodies are already assisting in resolving this issue.

Following the reception of citizens and family visits, the Deputy Prime Minister gave instructions to local executive bodies to resolve issues to needy citizens.

On the same day, members of the working group left for the districts of the region: Minister of Healthcare Yelzhan Birtanov went to Zerendi district. Minister of Education and Science Kulyash Shamshidinova, Chairman of the Committee for Construction, Housing and Communal Services Markhabat Zhayymbetov, Secretary of the Nur Otan party Farkhad Kuanganov continued their work in Kokshetau, where they met with teachers and doctors, educators and nurses, held a personal reception of the population, and also visited schools and hospitals.
