Askar Mamin to take control over development of medical infrastructure in rural areas

The Government meeting chaired by the Prime Minister Askar Mamin reviewed the execution of instructions from the First President – Elbasy Nursultan Nazarbayev to improve the availability and quality of primary health care, reports the press service of PM.

Having heard the reports of the Minister of Healthcare Yelzhan Birtanov and akims of some regions on the measures taken, the Prime Minister noted that the Government faces a common task — to ensure the availability of medical care to the population and improve its quality.

“This will help strengthen the health of Kazakhstanis, improve the quality of life and life expectancy. In this context, the issue of public access to primary medical care is particularly important,” said Mamin, noting the problems in the system: overloading of primary care physicians and their shortages.

The government within the framework of the project “Aul – El Besigi” is introducing new social standards and developing a system of regional standards for the construction of health organizations in rural areas.

For the implementation of the tasks, the head of the Government instructed the Ministry of Health and akimats of the regions to work in the following areas.

First, to reduce the burden on general practitioners by opening new primary health care facilities. In addition, these institutions should be equipped with the necessary medical equipment.

The effective implementation of such projects in the village of Koktas, Karaganda region, and Grodekovo, Zhambyl region, was noted. This positive experience, as the Prime Minister noted, should be applied in other regions.

Second, to work out the issue of social support for young personnel in order to secure them in rural areas.

Examples of payments to young professionals in the North Kazakhstan and Turkestan regions, the organization of work to provide housing in the West Kazakhstan and Karaganda regions are given. The Prime Minister instructed to pay more attention to such initiatives.

Third, in order to implement the instructions of Elbasy, the Action Plan of the Ministry of Healthcare for the development of primary health care must be raised to the level of the Government. Within a month, the Ministry of Health has been instructed to work with akimats and submit to the Office of the Prime Minister a draft updated plan of activities for its approval.
