Meeting with trade unions and large families: Government Working Group visits Karaganda region

Deputy Prime Minister Gulshara Abdykalikova and members of the Government Working Group continued their work in the Karaganda region on April 18, 2019, reports the press service of PM.

The vice premier held a session of the Republican Tripartite Commission with the participation of members of the commission, akims of cities, districts, Atameken National Chamber of Entrepreneurs, heads of large companies, business structures and trade unions. The issues of social and labor relations, social partnership, protection of labor rights of workers were discussed. Opening the meeting, Gulshara Abdykalikova draw participants’ attention to the fact that the current model of social partnership is based on an equal distribution of responsibility between the state, employers and employees. At the same time, one of the main tasks of social partnership is to prevent of social and labor conflicts. Therefore, all participants of a social partnership need to take special control over the prevention of the growth of industrial injuries, wage arrears, strengthening the monitoring of social tensions in the regions, etc.

In order to introduce a modern professional risk management system, April 1, 2019, 2,231 companies have implemented occupational health and safety standards. More than 184.9 thousand employers increased the wages of 963 thousand low-paid workers. As a result, their salary increased by 33% (from 43 thousand to 57.5 thousand tenge). In total, 98.7 thousand collective agreements were concluded in the country, including 95.1% of large and medium-sized enterprises have a collective agreement.

Then, in the House of Culture in the city of Abay, the deputy prime minister and members of the working group met with mothers of large families, low-income families, labor veterans, disabled people, teachers, doctors, and public representatives.

In her speech, Abdykalikova stressed that the priorities of the new social policy are increasing incomes of the poor, resolving housing issues, improving the quality of educational and medical services, and comprehensive development of the regions. However, she emphasized that the main task is to provide people with work, and social assistance will be provided to all those who, for objective reasons, cannot work.

Other members of the working group explained new social measures of Elbasy "Aleumettik Qamqorlyq" in the areas of their competece. After the presentations, members of the working group answered questions from the audience.

On the same day, the ministers of education and science Kulyash Shamshidinova and healthcare Yelzhan Birtanov, Chair of the Committee for Construction, Housing and Communal Services Markhabat Zhayymbetov met in Karaganda and Abai with teachers and doctors, employees of construction companies. They discussed topical issues of further development of education and healthcare systems, the quality and timing of completion of construction projects.

The work of the government delegation will continue in the North Kazakhstan region.
