Government Working Group raises issues of graduates' employment in North Kazakhstan region

Deputy Prime Minister Gulshara Abdykalikova led the working group consisting of the ministers of labor and social protection of the population Berdibek Saparbayev, education and science Kulyash Shamshidinova, healthcare Yelzhan Birtanov, Chair of the Committee for Construction, Housing and Utilities Markhabat Zhayymbetov to North Kazakhstan region for explaining the main directions of Elbasy’s new social measures “Aleumettіk Qamqorlyq.”

Firstly, the delegation met with mothers of many children, low-income families, labor veterans, disabled people, teachers, doctors, public representatives in the Palace of Schoolchildren.

Speaking to the public, the vice premier elaborated on the priorities of the new social policy. Today, the state is taking all necessary measures to improve the living standards of the people. The main goal is to provide people with jobs. However, she emphasized that socially vulnerable categories of the population will be fully supported.

The members of the working group spoke about the measures that are being implemented for social protection of the population, solving housing issues, developing education and health care systems and answered questions from residents of the region.

Gulshara Abdykalikova, Berdibek Saparbayev and akim of the region, Kumar Aksakalov, held a meeting with the mayors of the city, districts, heads of industrial enterprises, business structures, trade unions at the Kirov Zavod. Having considered the development of social partnership and the promotion of social responsibility of business, Gulshara Abdykalikova called on business directors and company managers to really help their low-income workers by raising wages, solving their housing issues, expanding social packages.

At the end of the working trip, Abdykalikova together with Saparbayev and Shamshidinova held a meeting on the progress in increasing labor mobility within the framework of Enbek State Program for the Development of Productive Employment and Mass Entrepreneurship for 2017–2021, and the Serpin -2050, Mangilik El Zhastary – Industriyaga. Representatives of interested central and local executive bodies, educational institutions, as well as program participants attended the video-conference. Topical issues of project execution were discussed and the opinions of the participants of the programs under consideration were heard.

In the North Kazakhstan region, 1,411 students are enrolled in the Serpіn-2050 program, and within the framework of the Enbek State Program, 43 graduates were granted the regional quota. All those included in the quota were provided with state support of 10.9 million tenge, including as payment of subsidies for relocation — 3.6 million tenge and subsidies for reimbursement of rental or purchase of housing — 7.6 million tenge.

At of the meeting, the need for close interaction between universities and enterprises on the issues of employment of graduates through the conclusion of memorandums was stressed. It was pointed out that monitoring on the implementation of projects was actualized, both at the central and regional levels. Particular emphasis was placed on the training of highly-demanded personnel in accordance with the demands of the market and the employment of graduates at the place of their training.

Other members of the working group traveled to various parts of the region. So, the Minister of Healthcare Yelzhan Birtanov went to Akkain district, Chair of the Committee for Construction, Housing and Communal Services Markhabat Zhayymbetov — to construction sites of the city of Petropavlovsk. They visited medical institutions, as well as the facilities of construction, housing and communal services.

The working trip will continue in the East Kazakhstan region.
