Government delegation headed by Deputy Prime Minister Gulshara Abdykalikova continued the work on explaining Elbasy’s new social measures “Aleumettіk Qamqorlyq” in Almaty. In the first half of the day Gulshara Abdykalikova, Minister of Labor and Social Protection of the Population Berdibek Saparbayev, Akim of Almaty Bauyrzhan Baybek held a meeting on Baqytty Otbasy and Belsendi Uzaq Omіr roadmaps.

On the instructions of the First President – Elbasy Nursultan Nazarbayev, a new social policy is being implemented in the country. The key task is to improve the quality of life and the well-being of our citizens.

Today, the city is actively implementing the roadmaps "Baqytty Otbasy" and "Belsendi Uzaq Omіr," aimed at supporting mothers of large families and the elderly. The roadmap which includes 13 measures was approved. The work Baqytty Otbasy Centerwhich opens soon will be built on the principle of “one window.” Lawyers, psychologists, trainers, and others will work here. The Baqytty Otbasy charity foundation was established, which has already collected over 131 million tenge at the expense of patrons and the public. Financial assistance was provided to more than 1 thousand families.

Almaty was the first in the country to launch the Baqytty Otbasy preferential housing program. In May it is planned to provide housing for 30 families. The size of the current social benefits. In particular, from 10 MCI (25,250 tenge) to 20 MCI (50,500 tenge) the one-time social assistance to citizens in difficult life situations was increased. This measure will affect more than 10 thousand families.

In addition, Abdykalikova and Saparbayev met with the akims of the districts, heads of large enterprises, business structures and trade unions, where they discussed issues of social partnership.

In the city since 2015, more than 40 projects worth 25.7 billion tenge are being implemented as part of the social responsibility of business. To date, 32 projects have been implemented for 21.6 billion tenge. Seven kindergartens, a polyclinic, a first-aid station, etc. were built.

At the meeting with mothers with many children, the deputy prime minister stressed that the government is taking measures aimed at providing social support to low-income categories of citizens. From April 1, 2019, the criterion for the provision of targeted social assistance has been increased to 70% of the subsistence minimum and amounts to 20,789 tenge, from May 2019 the allocation of rental housing will begin, and from June 1 2019 salary of low-paid public sector employees will be increased. Along with this, measures will be taken to improve the quality of services in the education and health care systems. Also, the members of the working group informed about the innovations that are implemented in the framework of the new social policy.

In addition, visiting the dormitory of the Asfendiyarov National Medical University, Abdykalikova familiarized herself with the implementation of the First President’s instructions as part of the Five Social Initiatives of Elbasy.

At the end of the working visit, Abdykalikova held a meeting with the rectors of universities, during which she heard information about the implementation of the third initiative to improve the living conditions of students, discussed topical issues of higher education.

In pursuance of this initiative, work on the construction of student dormitories continues in the city. There are 39 universities, which train 149 thousand people, including more than 92 thousand non-resident students. In total - 95 hostels, in which live 30 thousand (33%) students.

In 2018, 3 dormitories for 1,200 people were put into operation at the expense of the own funds of universities. In 2019, it is also planned to complete five dormitories with 2,340 beds at their own expense.

Following the meeting, Abdykalikova gave a number of specific instructions to heads of state bodies and rectors of higher educational institutions to ensure the timely commissioning of high-quality dormitories and to take the necessary measures to create favorable conditions for students.
