Eighty percent of children from socially vulnerable categories to attend summer camps

At the Government meeting chaired by Prime Minister Askar Mamin, the organization of summer holidays, rehabilitation and employment of children in summer 2019 was considered. It is reported by the press service of PM.

As reported by the Minister of Education and Science Kulyash Shamshidinova, 11 thousand camps are opened at schools in 2019, 236 are country camps, 1,757 — tent and yurt camps.

It is planned to organize summer camps for 80% of children from socially vulnerable categories, 82% with special educational needs, 90% with achievements in various fields and with deviant behavior. About 960 thousand children (33%) in the summer will be attracted to work in construction teams, forestry and gardening.

In addition, 61% of students will be admitted to various courses and summer schools of the Olympic reserve, activist and leader schools, language schools. The work of special courtyard clubs were improved. In the country in the summer about 1,5 thousand domestic clubs will work.

Shamshidinova noted that additional sponsor resources will be involved in organizing the summer holidays.

“Last year, companies and individual entrepreneurs in various sectors of the economy took part in this process and supported the organization of summer holidays for 4,324 children in the amount of 504 million tenge. This undertaking will continue this year,” said the minister.

Mostly children spend their summer holidays in a familiar environment. About 40% of children travel outside their place of residence. The ministry proposes to improve the quality of children's recreation through the comprehensive use of infrastructure in the country.

The Ministry of Education and Science also proposed to stimulate tourism and sanatoriums, open summer academic schools in Kazakhstani universities, ensure children's participation in thematic campaigns aimed at exploring the cultural, historical and archaeological monuments “My Homeland – Kazakhstan,” expand the network of country camps.

Minister of Culture and Sports Arystanbek Mukhamediuly reported on the ongoing work on the organization of recreation, leisure and employment of children during the summer holidays.

He told that during the vacation time, a complex of multi-format educational, patriotic and aesthetic events is held annually.

Since 2017, on the initiative of the ministry, a free access for schoolchildren to republican museums, smaller museums, reserves and theaters during the holidays was provided. Given the positive experience of this project, it was proposed to continue its implementation at the local level.

“Today, for the active involvement of children and youth in social life in all regions, co-working centers operate on the basis of libraries, where children and young people can implement creative and creative projects within the framework of educational programs. There are 208 co-working centers in the regions,” said Mukhamediuly.

In all libraries of the country it is planned to hold “literary matinees,” in museums and museums-reserves — free local history and educational excursions, various open-airs with the participation of famous Kazakhstani artists, sculptors, local historians, archeologists, in cities and regional centers — the BookCrossing action and mobile libraries will be organized in all rural districts.

Reporting on the development of mass sports among children and adolescents, Mukhamediuly reported that as of today, 1.8 million children of school age are involved in physical education and sports, including over 816 thousand children in rural areas.

In order to ensure health and fitness work at the place of residence among school-age children, additional education institutions are functioning — 570 children-teen clubs, 87 children-youth physical fitness clubs, where 172 thousand children and teenagers work systematically. In all regions, there are about 80 specialized sports grounds - street workout.

To create a positive dynamics of internal migration flows in youth tourism, it is planned to subsidize air routes of free air travel for children according to the “KIDS GO FREE” principle using the “1 + 2” scheme (there are two children per parent) provided that a supporting document is provided.

From 2020, it is planned to launch a free “Children's Tourist Train” in all regions of the country. The priority will be children from socially vulnerable families, participants and winners of educational competitions, excellent students, etc.

Minister of Internal Affairs Yerlan Turgumbayev reported on measures taken to ensure the safety of children in the summer.

First of all, special attention is paid to the prevention of child injury. In this regard, such events as the action “Road safety, children!” are being held. Children’s buses are checked daily, and patrol police cars accompany them. In June 2019, actions for the employment of children will be organized. Together with the ministries of education and science, healthcare, akimats, measures are being taken to ensure the safety of children during the bathing season. Necessary instructions are given at swimming places. During the last calls, UNT, proms, special attention is paid to issues of fire safety.

Chief State Sanitary Doctor Zhandarbek Bekshin reported on the planned measures for the rehabilitation of children, the observance of sanitary and epidemiological requirements in camps and other places of rest.

In 2019 the Ministry of Healthcare took over control of 219 out-of-town recreation facilities for children. To date, 48 of them have received permits. On the special control of the Ministry of Healthcare are the issues of children's nutrition and their provision with drinking water. In order to prevent mass poisoning, the Ministry of Healthcare, together with the General Prosecutor’s Office and the Ministry of Internal Affairs will conduct strict checks on summer camps during all seasons.

Deputy Prime Minister Gulshara Abdykalikova pointed out the need to hold an open door for children in various institutions and organizations.

Vice Prime Minister noted that children’s safety issues need to be explained by the children themselves. It is also necessary to collect the proposals of children on the organization of summer holidays. At the same time, Abdykalikova urged local executive bodies to pay special attention to children from large families, poor families, children with disabilities and orphans.
