At the Government meeting chaired by Prime Minister Askar Mamin, Minister of Industry and Infrastructure Development Roman Sklyar on measures to provide housing for low-income segments of the population, including the working youth.

According to the ministry, in the framework of the Nurly Zher program, financing is provided for the construction and purchase of housing for large families. It is planned to allocate from the republican budget 2 billion tenge per year or 150 billion tenge in 7 years. Every year, housing will be provided for 6 thousand large families. For 7 years, it is 40 thousand families. In 2019, since May, housing has been provided to 1,480 large families.

In order to ensure the labor mobility of working youth in the cities of Nur-Sultan, Almaty and Shymkent, it is planned to construct 1 thousand rental apartments per year in 2019-2021.

“By order of the Head of State, the amount of funding for the construction and purchase of rental housing for working youth is increasing. This will allow us to give working youth 3,000 rental apartments in 2019, 2020 and 2021,” Sklyar said.

Housing Construction Savings Bank of Kazakhstan started issuing soft loans to large families, single-parent families and families with disabled children at 2% per annum with an initial contribution of 10% for the purchase of housing. For these purposes, 150 billion tenge was allocated for three years. Every year, 6 thousand families will receive social support.

Together with the National Bank, a mechanism for attracting private investment in the development of rental housing is being worked out, as a result, an additional 10,000 rental apartments will be built and provided with housing for up to 20,000 families a year.

In order to improve the mechanisms of social housing distribution and increase the transparency of these processes, the Unified Republican Automated Database of Waiting Lines is being created. This will allow citizens to monitor the progress of their turn online.

“In general, the measures taken will ensure the solution of housing issues of citizens in need of housing in a shorter time. All orders of the Head of State will be executed in time and in full,” said the minister.
