Front offices and "Roadside Reception" — where to apply with questions about the work of internal affairs bodies

Vice Minister of Internal Affairs of Kazakhstan Alexey Kalaichidi announced this at a press conference in the Government on the issues of modernization of the internal affairs bodies.

According to the vice minister, the “Roadside Receprion” is one of the innovations of the internal affairs bodies’ work.

“Responding to public criticism about the inaccessibility of police chiefs, we force our leaders to leave their offices, before that widely informing the public that in certain populous places there will be an action on roads and squares. This way people can, in a free environment without any preliminary records, without hesitating about the correctness of their questions, contact us and receive appropriate advice and recommendations. We have passed three actions, more than 53 thousand citizens appealed to us,” Kalaichidi said.

During the first Roadside Reception action, people mostly sought advice on road safety: how to get or change a driver's license, what to do if the car was put at a penalty, what to do if fines come that you don’t agree with.

During the second Roadside Reception, citizens were interested in migration policy issues: how internal migration is controlled, how internal migrants do not fall into the area of administrative responsibility, how to invite foreign guests, how to register migrant workers, issues of a permitting system.

Kalaichidi also said that the front offices are open in 174 police stations.

“We conducted an analysis, looked at where, in the first place, they are needed, calculated how many citizens approximately apply per day, per month, per year, on which issues. Front offices have no restrictions on the focus of issues. Citizens have the right to contact us even if this issue is not within our competence, we help to correctly formulate the appeal. Either we send it through us, or the citizen goes to the authorized bodies, leaves an appeal there,” the vice minister said.

The Roadside Reception is also not limited to the scope of issues, but it is limited in time.

“This is a one-time action: it takes a day or two in non-standard conditions. Through the Monitoring Card, we look: where, on what day of the week to hold the reception, we look, where there are crowded places. We especially focus on young people who are more creative, strive to know more, to participate in the political life of the country. Moreover, young people are not indifferent to how the police works, how the security system of our country works. A mobile team is leaving to have several specialists at once. Sometimes people are concerned about specific cases, crimes,” explained Kalaichidi.
