Opening the session of the chambers of the Parliament, Chairman of the Mazhilis Nurlan Nigmatulin noted that all the work of the deputy corps was aimed at implementing the strategic priorities identified by President Nursultan Nazarbayev at the opening of the third session in September last year and in the Address to the people of Kazakhstan.
In the joint session of the Chambers of the Parliament, 41 deputies of the Senate (out of 47) and 103 mazhilismen (out of 107) took part.
In his speech, the Speaker of the Mazhilis stressed that the third session of the Sixth Parliament coincided with such important events as Kazakhstan's chairmanship in the UN Security Council, the holding of the International Exposition Expo 2017 in Astana, the Astana process for the peaceful settlement of the Syrian conflict.
"These events have become a clear evidence of the great international authority of the President of Kazakhstan Nursultan Nazarbayev and the effectiveness of his foreign and domestic policies. In the outgoing session, another truly historic event took place in the walls of the Parliament. It was here that the President of the country promulgated his Five Social Initiatives — a set of unique and unprecedented measures aimed at improving the well-being of Kazakhstanis. And the deputies took an active part in forming the legislative basis for the implementation of these social initiatives of the President," Nigmatulin said.
According to the Speaker of the lower house, the maintenance of Elbasy's instructions at high level with qualitative laws was the main, responsible task of the Parliament. Four joint meetings of Chambers, 38 plenary sessions of the Mazhilis and 25 plenary sessions of the Senate were held, where over 400 issues were considered.
During the third session, 129 bills were considered in both houses of the Parliament, of which 84 have been adopted so far, 65 have been signed by the Head of State and have entered into force. Among them:
- the Law on the Republican Budget
- the Law on Improving the Regulation of Entrepreneurial Activities
- the Law of Venture Financing
- the Law on Standardization
- the Code "On Taxes and Other Mandatory Payments to the Budget"
- the Code "On Customs Regulation"
- the Code "On Subsoil and Subsoil Use"
Bills approved to ensure public consent and national unity, information security of the country and each citizen, related to the social and humanitarian sphere, ensuring the protection of law and order, and others were also approved.
Vice Speaker of the Mazhilis of the Parliament Vladimir Bozhko told PrimeMinister.kz that there is a constructive work of the Parliament with the Government.
"We could not have adopted and worked out such an amount of fundamental laws without the fruitful work of the Government. Look at how many laws have been passed, we continue to implement the legislative design of the ‘100 Steps,’ almost finalized changes in the law on the State Program ‘7-20-25,’ one of the important laws is that we have taken a stronger control over banking activities. These are all those laws that go as part of the implementation of the President’s initiatives," Bozhko said.
In his turn, a member of the Committee on Economic Reform and Regional Development of the Mazhilis of the Parliament Pavel Kazantsev noted that the session was one of the most intense and informative.
"Practically the vast majority of system-forming codes were seriously revised. These are the tax, customs, business codes, subsoil code — all in favor of liberalization of economic relations, in favor of access of the population to services, in favor of legalization of fine systems. We also promptly considered the social block within the framework of the President's Five Social Initiatives to legislatively support these initiatives, which are waiting for the people of Kazakhstan," Kazantsev said.
Recall, a joint meeting of the Chambers of Parliament took place June 15 in Astana, during which the deputies reviewed and approved the report of the Government and the conclusion of the Accounts Committee on the execution of the republican budget for 2017.
