At the beginning of his speech, the minister recalled that last year the President expressed his concern for the younger generation and the pedagogical community, great attention was paid to the education system, on the whole, numerous problems were solved. The minister noted that the main task of the Ministry of Education and Science is to continue to work with responsibility, as well as to increase the responsibility of educational organizations.
The Head of State set the task — to reach 100% preschool education coverage of children from 3 to 6 years old until 2020, including by attracting the private sector. As Sagadiyev noted, in the system of preschool education the main criterion is the development of public-private partnership. At present, most partnerships are developed in the sphere of pre-school education. The share of private kindergartens in Kazakhstan today exceeds 30%. The coverage of children with preschool education from 3 to 6 years in the new school year is 93%.
Work is continuing on the introduction of updated content of secondary education. In the new school year, grades 3, 6, 8 are beginning, and the approbation of the state compulsory education standard and textbooks of the 4th, 9th, and 10th grades has also started. As is known, the transition to updated content is absolutely new programs, textbooks, standards and personnel. According to the information of the Ministry of Education and Science of Kazakhstan, today textbooks with updated content are ready and 99.4% have already been delivered to schools in Kazakhstan. Daily monitoring of the delivery and shipment of textbooks from publishers is carried out. According to the ministry’s management, the department monitors not only the fact of delivery to a particular region, but also to every school.
Legislative measures to improve the regulation the textbooks:
First — examination. If previously it was held once, now the subject teachers revise them twice.
Second — starting in 2018 textbooks are issued with QR-codes, with their help textbooks can be downloaded to a tablet or mobile device.
Third — the issue of social perception has been legalized in 2018, that is, those textbooks that are usually prepared by methodologists, scientists, before printing, are given to a special commission, including journalists, representatives of civil society, political parties.
Fourth — the textbooks are published in advance on the website, and the ministry carries out public examination. In 2018, more than 5,000 comments were received, and most of them were taken into account.
The Head of State in his Address to the People of Kazakhstan "New Opportunities Under the Fourth Industrial Revolution" outlined the task of strengthening the quality of teaching mathematical and natural sciences at all levels of education. This is an important condition for preparing young people for a new technological order.
"In all regions, based on the palaces of schoolchildren, it is necessary to create a network of children's technoparks and business incubators with all the necessary infrastructure, including computers, laboratories, 3D printers," the address says.
According to the ministry, starting from this academic year the subject "Informatics" will be studied from the third grade, before, it started in the 5th grade. Within the framework of the Digital Kazakhstan Program, the subject "Informatics" will be introduced into the curriculum as early as from the first and second grades. In addition, in all regions, local executive bodies open classes of robotics, programming, 3D-printing. For today such classes operate in 1,500 schools of the country. In the near future, it is planned to open IT lyceums in the regions. Such measures will help successfully integrate the younger generation into the research and industrial and technological environment, as well as prepare the growing specialists for the peculiarities of the digital economy.
At the same time, the work on digitalization of education is also being actively promoted. So, new textbooks have already been translated into electronic format. They can be downloaded from the website of the publishers themselves. The ministry sets such a requirement before all publishers.
Within the Kundelik electronic diary only in 2017 450 million estimates were put up and digitized. By the end of the year, it is planned to integrate all available information databases in the field of education and create a single platform that will enable the ministry to closely monitor all processes that take place in schools and find out: where, with what speed and how qualitatively the education system moves.
Concerning the introduction of the per capita financing system in urban schools, it should be noted that this measure will increase competition between educational institutions and attract private capital.
As noted in the ministry, from September 1, 2018, per capita financing will be implemented in 79 state and 8 private schools in Astana. Since September 2019, 192 public schools in Almaty, 127 schools in Shymkent will join this system, since January 2019 — all private schools. Since September 2020, full-scale introduction of per capita financing will begin in all city schools of the country — 1,535 institutions.
The introduction of per capita funding involves the allocation of a certain amount of budgetary funds, based on the number of students in each school: the more students, the greater the amount allocated. Speaking about the advantages of the system, it is important to point out that children, their interests, and the rights to receive quality education guaranteed by the state will come to the forefront. The average size of the per capita norm varies: for public schools it is 224,704 tenge, for schools in the form of the state enterprise with the economic jurisdiction and the operating private schools — 235,527 tenge.
Changes in the new academic year will also affect the universities and colleges of the country. If in the past 2-3 years, the main attention was paid to secondary education as the largest platform for education in general and requiring crucial decisions at that time, this year in the ministry is the year of a large increase in responsibility before the population of the institutions that train graduates who will enter labor markets.
On behalf of the Head of State, within the project "Free Professional Technical Education for All," the share of students studying under state order was increased to 54%. This allowed to train citizens in demanded specialties, and as a result — to increase employment.
In continuation of the development of the social environment in Kazakhstan, the Head of State undertook an unprecedented increase in educational grants: by 10,000 last year, and another 20,000 in this. Therefore, the responsibility of universities for quality — it was the task number one. How does the ministry plan to solve it? First, based on the rating based on employment of graduates, the ministry will begin to take measures to revoke licenses from higher education institutions in specialties where low employment takes place. 17 licenses have already been withdrawn in 2018. The work will be strengthened. This will lead to the profiling of higher education institutions in the main areas. Where the diploma does not give a good demand, teaching does not make sense. As a result, the percentage of graduates' employment will increase.
In order to get a detailed acquaintance with the preparations for the new academic year, the correspondents of PrimeMinister.kz visited the new schools of the capital and the renovated facilities of the educational organizations. According to local executive bodies, over 3 million children will come to 7,024 public schools. The projected number of first-graders is 350,000 people. During the summer period, 21 schools were opened. At the expense of the republican budget, 110 schools are being built, including 72 schools to be introduced this year. At the expense of the local budget, 94 schools and 29 outbuildings are being built. Of these, 17 schools and 15 outbuildings have been introduced. At the same time, repair was carried out in 166 schools.
As reported by the chief specialist of the Education Department of Astana A. Amankeldiyeva, in the new academic year in the capital is expected about 158 ,000 students. Of these, the number of students in the first grade is about 18,000.
"This year, the first class admission format has been slightly changed. The service is automated. From June 1, documents for the first class are accepted in electronic format, as well as in paper. To date, about 15,000 children have already handed in the electronic format. In this new academic year, 5 educational facilities have been built. Two schools: school-lyceum No. 60 and school No. 72. One is a school for gifted girls, one more will be commissioned at the end of this year. To date, all education facilities will be ready by September 1. All schools have been renovated. Some carried out major repairs. All schools will be 100% provided with textbooks," Amankeldiyeva said.
In her turn, Director of the capital’s gymnasium school No. 3 E. Shevernayeva said that the preparation for the new school year is almost finished. All conditions for children by September 1 are created.
"Repair in the school is 100% complete. All communications work, a commission recently visited us, in which there were representatives of the fire inspection, sanitary and epidemiological stations, education departments, the parents' community and journalists. It was a professional commission that looked through all the documentation, got acquainted with the condition of the buildings, and also equipped with the necessary equipment. As a result of the audit, we received satisfactory feedback," said the director of the school.
According to her, for today teachers have already left the holidays, are preparing for the festive line.
"The last preparations are left: we hang curtains, we are solving some moments, but in general the school is ready. The current repair was carried out for 4 million tenge. We made a new roof, which was leaking, we completely remodeled the toilets for the boys, painted all the walls, updated the stands, painted the school cafeteria, etc.," she said. In addition, students of this school from the 1st to the 11th grade are provided with free textbooks for all subjects free of charge, so on September 1 all children will come with textbooks.
Director of the new Bilim Innovation lyceum for girls in Astana E. Slambekov informed that the academic building is completely ready for the educational process. The new school is ready to accept 800 students.
