Ministry of Education and Science together with the akimats of the regions, Astana, Almaty and Shymkent are systematically working on the preparation of educational organizations for the start of the new academic year.
So, in the republic there are 10,311 pre-school organizations with 898,400 people, including 6,727 state and 3,584 private. Major repairs are provided in 99 kindergartens, including: heating systems — 2, roofs — 15, general construction works — 78, boiler houses — 4.
"Out of 99 in 72 kindergartens, major repairs have been completed. In the remaining kindergartens, repairs are planned to be completed by August 31. At the expense of local budgets in the amount of 1.3 billion tenge, current repairs were carried out in 1,662 kindergartens," Minister Sagadiyev reported.
According to local executive bodies, over 3 million children will come to 7,024 public schools. The projected number of first-graders is 350,000 people. During the summer period, 21 schools were opened. At the expense of the republican budget, 110 schools are being built, including 72 schools to be introduced this year. At the expense of the local budget, 94 schools and 29 outbuildings are being built. Of these, 17 schools and 15 outbuildings have been introduced. At the same time, repair was carried out in 166 schools.
As for the fire safety of schools, work has already been carried out on flame retardant treatment, refueling of fire extinguishers, repair of an automatic fire-fighting system for a total amount of more than 4 billion tenge.
Nearly 28.6 billion tenge was allocated to purchase textbooks for the 3rd, 6th, 8th grades. Monitoring of the shipment of textbooks is conducted by the Ministry on a daily basis. So, August 20, shipment of textbooks from publishing houses is 82.7%. Meanwhile, free hot food is planned to cover 275,876 people, which is 95.2% of certain categories of students.
"In total, 495,086 or 17.6% of schoolchildren will be provided by free hot meals at the expense of local budgets and sponsorship funds and 9,535 — free buffet meals, including children from socially unprotected families and primary school children. For the remaining students, local executive bodies organize school meals at the expense of their parents' fees. In three regions of the republic on the initiative of akims free hot meals are organized for all primary school students," Sagadiyev said.
For children of school age living in rural areas where there are no schools, school buses are provided for 24,048 (98%) schoolchildren, including 20,640 children are covered by daily transportation to school and back home, 3,408 live in boarding schools.
According to the Ministry of Education, 824 colleges function in the republic, 489,200 people study in colleges. This year it is planned to open eight colleges (five state and three private). The plan of reception under the state order makes more than 100,000 places, from them 70% are allocated on technical, technological and agricultural specialties.
There are 131 higher educational institutions in Kazakhstan: national — 10, state — 31, non-citizen — 14, autonomous educational organizations — 1; international — 1; corporations — 18, private — 56. The contingent of students in the academic year 2017/18 was 534,421 people.
Akim of Almaty region A. Batalov and Turkestan region G. Tuimebayev reported on the situation with capital repairs in schools, school feeding and transportation of children.
Based on the results of consideration, Prime Minister Bakytzhan Sagintayev emphasized that there is a week left before the start of the new academic year. All current issues must be resolved before September 1.
In this regard, the akims are instructed to take on personal control the issues of preparation of educational organizations for the new academic year, including the timely completion of their repair.
Ministry of Education and Science needs to continue to monitor the quality of school preparation for the new academic year. It is instructed to take the issue of the provision of schools with textbooks under special control.
