Today at a press conference following the Government meeting, First Vice Minister of National Economy, Ruslan Dalenov, and Deputy Chairman of the Treasury Department of the Ministry of Finance, Aigul Baigozhina, told about the goals and benefits of introducing the fourth level of the budget and municipal property of local government, reports

As Ruslan Dalenov noted, since January 2018, 1062 local government budgets have been created. Also, the Vice Minister explained the essence of the transition of the settlements to the fourth level of the budget.

"Before now, the akims of the villages also functioned, but the goods and services for them were bought from the district. They could not buy anything themselves. Today they are given budget independence. That is, the akimat together with its public council spends this money independently. Moreover, they spend precisely on the development of their village, can buy goods and services in the village. This is the first stage of the reform. First of all, it develops the regional economy," said Ruslan Dalenov.

In addition, the Vice Minister added that the key here is that local taxes remain in the same village.

"If the akim wants to increase the budget, he will be interested in the development of the small business in his village. It is very important. He has an incentive, responsibility, and the understanding of which part of the economy he is responsible for," R. Dalenov said.

At the same time, according to Aigul Baigozhina, the main goal of the innovation is the introduction of the policy of local government development.

"Thanks to the introduction of the fourth level of the budget, we will establish a system of interaction between the population, local government and authorities, and raise the standard of living of the population. The population will independently solve the problems of settlements, villages, districts. The political stability of both the regions and the state as a whole will be provided," A. Baigozhina stressed.

In total, according to the Deputy Chairman of the Treasury Department, about 27 billion tenge was received for the first quarter of 2018, including tax revenues of about 5 billion tenge, 3 billion tenge — balances from the accounts of local governments of the previous year, which are also transferred to the local government budget. For today, there are balances in the amount of 5 billion tenge for transfer to local government.
