In January-April 2019, revenues to state budget exceeded the plan by 103.9% — Ministry of Finance

At the meeting of the Government chaired by the Prime Minister Askar Mamin, First Deputy Prime Minister – Minister of Finance Alikhan Smailov reported on the execution of the republican budget for four months of 2019, the press service of the Prime Minister reports.

According to the Ministry of Finance, revenues to the state budget in the reporting period amounted to 3 trillion 993 billion tenge. Costs executed at 4 trillion 128 billion tenge. As of May 1, 2019, the budget balances amounted to 316 billion tenge.

“The plan of the reporting period for state budget revenues was exceeded by 103.9%, including the republican budget — by 100.9% and local budgets — by 113.5%,” Smailov said.

The republican budget received 2,127 billion tenge. This is 19 billion tenge more than the plan and 345 billion tenge more than in the four months of 2018. The growth rate is 119.4%. The overfulfillment is mainly due to non-tax revenues — 13 billion tenge.

“Local budget revenues amounted to 761 billion tenge, or the plan was exceeded by 91 billion tenge. Of the total amount of over-fulfillment, 74 billion tenge falls on local taxes. State budget expenditures were executed by 97.8%, the republican budget — 98.3% and local budgets — 98%,” Smailov said.

According to the Minister of Finance, the volume of targeted transfers allocated to the regions in 2019 amounts to 1,638 billion tenge. When refining, targeted transfers were increased by 873 billion tenge. They are aimed at increasing the wages of civil servants, including teachers, medical workers, social workers, strengthening targeted social assistance measures for large families, for housing construction for large families, for implementing projects Aul – El Besіgі, Zhas Maman.

“During the reporting period, local budgets allocated 266 billion tenge. Of these, 13 billion tenge are new finance allocated for targeted social assistance and housing. According to the operational data of local executive bodies, target transfers were executed by 96.5%,” Smailov said.

In addition, according to the results for four months of 2019, cameral control covered 592 thousand procedures of public procurement totaling 3 trillion 603 billion tenge. Violations of the law on public procurement were established in 11,855 procedures for 191 billion tenge. 11,758 notifications on elimination of violations were sent to the objects of state audit. Violations for 175 billion tenge were eliminated.

Smailov also reported on the implementation of the Comprehensive Privatization Plan. In 2019, 125 objects are to be sold. In the reporting period, 83 objects were put up for sale. Of these, 25 sold for 31 billion tenge, 58 are at auction.
