At a press conference in the Government, Vice Minister of National Economy Yermek Alpyssov and Managing Director of the Fund for Financial Support of Agriculture Duman Ospanov spoke about the results and mechanisms of the project "With a Diploma – To the Village."
The main goal of the project is to stimulate and secure graduates in the fields of healthcare, education, social welfare, culture, sports and the agro-industrial complex, who have arrived in rural areas for work and residence.
The project provides for social support measures in the form of payment of a lifting allowance in the amount of 100 MCI or 252,500 tenge. Among the measures of social support, a budget loan not exceeding 1,500 MCI or 3,787,500 tenge is provided for housing.
During the implementation of the project, over 60 thousand specialists received lifting allowance of 7.4 billion tenge, and over 27.5 thousand specialists received budget loans for the purchase of housing worth 70.6 billion tenge.
“From year to year the number of loan recipients is growing. Over 15 years at an interest rate of 0.01% per annum, the overpayment is less than 6 thousand tenge,” said Alpyssov.
In 2019, 7,176 specialists will receive a lifting allowance of 1.3 billion tenge. As of July 1, 2019, 5,172 specialists received lifting allowance of 911.4 million tenge. In 2019, 3,908 specialists will receive a housing loan of 14.8 billion tenge. As of July 1, 2019, 2,527 specialists received a housing loan of 9.1 billion tenge.
In the context of industries, out of the total number of specialists who arrived, 42,745 people (71.2%) work in education, 12,705 (21.2%) — in healthcare, 1,604 (2.7%) — in culture, 863 — in sports (1, 4%), 483 (0.8%) — in social security, and 1,665 (2.8%) — In the agricultural sector.
Alpyssov noted that in order to increase the efficiency of the project, over the past 10 years, certain changes have been introduced into legislative and regulatory acts. So, in 2011, the size of the budget loan for the purchase of housing was increased from 630 MCI to 1,500 MCI. Since 2012, social support measures have been extended to veterinary specialists, and since 2014, to agricultural specialists. Also in the same year, the period of specialist training was reduced from 5 to 3 years. Since the fourth quarter of 2018, the tariff has been reduced from 3% to 2.5%. Since 2019, the size of the lifting allowance has been increased from 70 MCI to 100 MCI.
According to Alpyssov, the main objective of the project to stimulate and retain specialists who have arrived to work and live in rural areas is currently being fully implemented.
“However, we are receiving proposals to expand measures to support specialists in the framework of the project. Work on improving the project will continue,” the vice minister assured.
Managing Director of the Fund for Financial Support of Agriculture Duman Ospanov, in turn, noted that the Fund for Financial Support of Agriculture since 2010 has been the main operator for this project.
Since 2010, the Fund has issued 75 billion tenge to provide housing in the village to 28,753 specialists. Until today, these specialists are provided with housing.
According to Ospanov, the final decision on the issuance of this loan is made by the local executive body. In particular, the akimats consider the specialist’s compliance with the requirements and accept the necessary documents from them, which are transferred to the Fund for Financial Support for Agriculture. The main function of the Fund is to control and monitor the timely repayment of the loan.
