Over the years of independence, Kazakhstan has built a national model of support for motherhood and childhood, which is presented in the form of 8 state benefits and 3 payments. In total, 682.9 billion tenge is provided for these purposes in 2020, says Kazakh Labor and social protection Ministry.

In order to stimulate the birth rate and promote the upbringing of children in the family, a one-time allowance for the birth of a child was introduced from 1 January 2003, the amount of which is differentiated depending on the number of children in the family. Thus, the amount of one-time allowance for the birth of the first child, second, third child in 2020 is 38 monthly calculation indicators - 100,738 tenge, and for the fourth or more child 63 MCI or 167,013 tenge is paid.
In 2019, the average payment amount was 109,370 tenge, and 400,022 people received it for a total of 43.8 billion tenge. In 2020, the average payment amount will be 114,788 tenge. 45,2 billion tenge will be allocated for these purposes.
Since 2006, non-working parents have been provided with a state allowance for the care of a child up to one year. It is assigned regardless of family income and increases as the number of children born reaches to the fourth child in the account (for the first child – 5.76 MCI or 15,270 tenge, for the second child - 6.81 MCI or 18,054 tenge, for the third child - 7.85 MCI or 20,811 tenge, for the fourth and more children - 8.9 MCI or 23,594 tenge).
Last year, 138,466 people received such benefits for a total of 34.7 billion tenge. The average size of payments totaled KZT 886 20. In 2020, 39 billion tenge will be allocated for the payment of this benefit, its average amount will be 22,663 tenge.
Since 2008, working parents have been provided with a payment for loss of income due to pregnancy and childbirth from the State Social Insurance Fund which is 40% of their income. So, at the end of 2019, 191.4 thousand people received payment in the amount of 77.5 billion tenge. This year, it is planned to allocate 86.4 billion tenge for these purposes.
Last year, 434 thousand people received payments from the state Pension Fund for working parents in connection with the care of a child after reaching the age of one year in the amount of 89.1 billion tenge. This year, the total amount of payments will amount to 100.1 billion tenge.
Since 2010, an allowance for parents and guardians raising disabled children has been introduced in the amount of 1.4 times the minimum subsistence level. Its is 41,578 tenge. The recipients of this benefit were 85,229 people for a total amount of 38.1 billion tenge. This year, the amount of the benefit will amount to 43,657 thousand tenge, 48.1 billion tenge has been allocated for this purpose.
Since 2018, a new monthly state pension has been introduced, which is assigned and paid for the care of a disabled person of the first group from childhood over 18 years of age. Its size is also 1.4 of the subsistence minimum. In 2019, this state grant was received by 13,692 people for a total of 6.1 billion tenge. In 2020, 8.6 billion tenge is provided for these purposes.
In addition, in order to support motherhood and increase the prestige of the mother, the conditions for awarding mothers of many children with "Altyn Alka" and "Kumis Alka" pendants have been changed since 2010. "Altyn Alka" is awarded to mothers with seven or more children (ten or more) and "Kumis Alka" is for mothers of six children (formerly eight). The amount of the state benefit paid to them has also been increased from 3.9 to 6.4 MCI. In 2019, the amount of this benefit amounted to 16,160 tenge. Its recipients were 234,941 people for a total amount of 45.7 billion tenge. In 2020, 47.5 billion tenge was pledged for the payment of this benefit, the average amount of payment will be 16,967 tenge.
In addition, the basic level of social security provides for the payment of state social benefits for disability and loss of breadwinner. These benefits are increased annually due to changes in the cost of living. Thus, in 2019, the amount of disability benefits for children with disabilities under 16 years of age amounted to 41,578 tenge, for children with disabilities from 16 to 18 years of age: the first group-57,021 tenge, the second group-47,220 tenge, the third group-35,638 tenge. In 2019, the amount of state social benefits for the loss of a breadwinner ranged from 25,541 tenge to 76,027 tenge. Since January 1, 2020, these benefits have increased by 5 %. In 2020, 75 billion tenge is provided for their payment.
At the same time, since the beginning of 2014, subsidies have been introduced for mandatory pension contributions for working women during their period of leave to care for children up to one year, which helps to increase their pension savings and achieve an adequate level of pension provision. In 2019, 5 billion tenge was transferred from the Republican budget to individual pension accounts of about 87.8 thousand recipients of social benefits for child care up to one year from the state pension Fund. At the same time, for the entire period from 2014, the total amount of subsidies amounted to 25.9 billion tenge. In 2020, according to estimates, 5.9 billion tenge will be allocated to subsidize mandatory pension contributions for working women during their period of leave to care for children up to one year.
Support for large families is provided by paying a new state allowance to families with 4 or more minor children or full-time students under the age of 23. This state benefit is paid from January 1, 2020, regardless of family income, in differentiated amounts: with 4 children - 42,496 tenge; with 5 children - 53,127 tenge; with 6 children - 63,757 tenge; with 7 or more children - 74,388 tenge. In January this year, 369 thousand families were assigned benefits, which were paid more than 17 billion tenge.
In total, 682.9 billion tenge is provided for the payment of state benefits and payments in 2020.
