Two hundred thousand jobs to be created in Kazakhstan

Minister of Labor and Social Protection of the Population Birzhan Nurymbetov reported on measures to ensure the employment of citizens.

As the minister noted, the situation in foreign markets involves certain risks in the Kazakhstan labor market. Including — the possible release of workers, a reduction in the number of created new jobs, an increase in unemployment.

“In order to prevent such negative consequences, a roadmap is being developed in the country, including new anti-crisis measures aimed at creating new jobs,” Nurymbetov said.

The Roadmap provides measures for the implementation of social infrastructure projects, which have yielded positive results in 2009-2010, and have affected the reduction in the growth in the number of unemployed.

So, it is proposed to carry out overhaul, current repair and reconstruction of social infrastructure facilities, housing and communal services objects of republican and municipal property, engineering and transport infrastructure, as well as improvement of settlements. The need for modernization and the list of infrastructure projects will be determined taking into account the results of the screening of problematic issues of the regions conducted by Atameken National Chamber of Entrepreneurs.

Nurymbetov called the conditions for the implementation of infrastructure projects:

  • during reconstruction, overhaul, maintenance and improvement, at least 50% of employees are involved in the areas of employment centers;
  • when implementing projects in order to support domestic producers, the share of goods and services should be at least 90%.

In addition, the selection will give priority to projects that ensure maximum employment in terms of duration and number of persons involved. At the same time, the salary of workers employed through employment centers should not be lower than 85 thousand tenge.

It is recommended to distribute the total limit of allocated funds for the implementation of the Road Map between the regions depending on the size of the workforce.

Local akimats will select infrastructure projects in agreement with the relevant sectoral central government bodies. The list of infrastructure facilities is submitted for consideration by the Government of the Republic of Kazakhstan.

The Ministry of Labor and Social Protection of the Population will monitor the creation of jobs and facts of employment through the AIS Integrated Job Creation Map.

“In general, thanks to the implementation of the Roadmap and other measures, about 200 thousand new jobs will be additionally created,” the minister said.

In addition, the potential of the Enbek state program will be fully utilized. This year, measures of employment are planned to cover 735 thousand people. For the implementation of the program from the republican and local budgets for the current year, 123 billion tenge is provided.

According to Nurymbetov, the conditions and procedure for the provision of microloans and grants for socially vulnerable segments of the population have been simplified. In the case of allocation of additional funds by measures of employment under the program Enbek will be covered about 46 thousand more citizens.

In order to protect labor rights and preserve the level of employment of workers, daily monitoring of enterprises planning to lay off workers, including measures for their employment, will be strengthened.

Work will continue on concluding memorandums with enterprises and sectors of the economy on the preservation of jobs, roadmaps for employee flows.

All enterprises located in the risk zone will be primarily provided with preventive control in order to prevent wage arrears.

In conclusion, Nurymbetov noted that for the implementation of these measures, a corresponding draft Action Plan for an operational response to violations of labor rights of workers has been prepared.
