Documents that expired during the emergency period are considered valid until July 10, Ministry of internal affairs says.

Replacement of overdue documents will be carried out until July 10 of this year without penalties.

With the introduction of the state of emergency in the country, the work of PSC was suspended from March 26 and a number of public services were not provided, in particular, for the reissue of identity documents.

The introduction of a state of emergency is recognized as a force majeure event, so the Kazakh Government adopted a Resolution on the recognition of certain documents of citizens as valid:

1) identity documents specified in article 6 of the Law of the Republic of Kazakhstan “on identity documents”;

2) driver's licenses, including temporary ones, certificates of mandatory technical inspection;

3) permits for the acquisition, storage and carrying of civil and service weapons and ammunition;

4) entry and exit permits (visas), permits for temporary and permanent residence in the Republic of Kazakhstan, permits for labor immigrants and employers to attract foreign labor, certificates of asylum seekers.

The above documents, which expired during the state of emergency, are recognized as valid for 60 calendar days from the date of its cancellation, that is, until July 10 of the current year.

For citizens of the Republic of Kazakhstan who have reached the age of 16 during the period of the state of emergency and within 60 calendar days from the date of its termination and have not received an identity document, the main document certifying their identity for the specified period is a birth certificate or passport of a citizen of the Republic of Kazakhstan.
