The pandemic and quarantine measures in Kazakhstan did not affect revenues from the transportation of goods by road, despite a decrease in total traffic volumes, which are associated with a decrease in business activity and a reduction in the geography of cargo supplies.

According to the Ministry of Industry and Infrastructure Development, for 6 months in 2020, income from cargo transportation by road amounted to 80.3 billion tenge, which is 7% more compared to last year (74.7 billion tenge). “For 6 months in 2020, about 1.4 billion tons of cargo were transported by road, which is 10% less than last year (1.57 billion tons). For 6 months of this year, freight turnover by road amounted to 69.5 billion tons, which is 14% less than last year (80.5 billion tons),” the statement said.
In order to provide state support, the activities of freight and road transport are exempted from taxes and mandatory payments of the wage fund. In addition, as part of the recovery in economic growth by the end of 2020, work is underway to ensure that international road transport operators are exempted from recycling and initial registration fees for truck tractors. In particular, amendments were made to the Tax Code of the Republic of Kazakhstan regarding the exemption from payment of the initial registration fee for truck tractors involved in international cargo transportation.
Regarding the issue of exemption from the utilization fee, work is underway to ensure the introduction of appropriate amendments to the order of the Minister of Energy of the Republic of Kazakhstan. For six months, 196.6 million tons were transported by rail, which is 2.3% more compared to the same period last year.
During the pandemic, cargo transportation was carried out as usual. So, in accordance with the decision of the State Commission on Ensuring the State of Emergency, as well as in order to prevent the spread of coronavirus infection, 129 pairs of trains (28 pairs of trains for track facilities) were canceled out of 157 train pairs. May 13, 2020, at a meeting of the Interdepartmental Commission, a decision was made to resume the running of trains within the country in compliance with anti-epidemiological measures.
In general, from June 1, 2020, the running of 93 pairs of trains within the country was resumed. The resumption of 36 interstate trains will be carried out after the opening of the state border. At the same time, due to the lack of demand for some directions from July 1, 2020, the running of 3 commercial trains Talgo was temporarily suspended (Uralsk - Nur-Sultan, Atyrau - Nur-Sultan, Almaty - Nur-Sultan). July 2, 2020, at a meeting of the State Commission for Restoring Economic Growth, a decision was made to restrict passenger traffic by rail.
In general, the running of 35 train pairs has been temporarily suspended. For reference: from July 5, 2020, the running of 25 suburban trains and 1 interregional train has been temporarily suspended. from 8 July, 2020, on the initiative of the Akimat of the Atyrau region, the running of 5 pairs of trains (Aktobe - Atyrau, Atyrau - Almaty, Atyrau - Mangystau, Atyrau - Almaty, Atyrau - Nur-Sultan) was temporarily suspended. from July 10, 2020, the running of 4 pairs of trains was temporarily suspended by appointment / formation in Mangystau (Mangystau - Nur-Sultan, Mangystau - Almaty, Mangystau - Aktobe, Mangystau - Beineu). Also, the frequency of running of 4 pairs of trains "Tulpar Talgo" (‘’Almaty - Nur-Sultan", ‘'Almaty - Pavlodar", ‘’Nur-Sultan - Oskemen", ‘’Nur-Sultan - Dostyk") has been reduced.
Currently, 55 pairs of trains run within the republic in compliance with epidemiological measures. The resumption of the running of temporarily suspended trains will be carried out as the epidemiological situation improves in accordance with the decision of the Interdepartmental Commission in agreement with local executive bodies. In particular, currently 12 automobile checkpoints are temporarily closed (Russia - 10, Uzbekistan - 2) until the sanitary and epidemiological situation improves. Also, according to the Procedure for crossing the State Border of the Republic of Kazakhstan for the period of quarantine restrictions, it is allowed to cross no more than 2 drivers per cargo vehicle carrying out international cargo transportation, as well as cargo owners carrying out agricultural activities — upon presentation of documents confirming agricultural activities. At the same time, for 6 months of this year, about 6.5 billion passengers were transported by road, which is 43% less than last year (11.4 billion people). 5,877 thousand people were transported by rail in six months, the figure decreased by 44.2% compared to the same period last year. Revenue from passenger transportation by road amounted to 34 billion tenge, which is 33% less than last year (50.9 billion tenge).
The decrease in income from the transportation of passengers is associated with the suspension of international and long-distance services due to the global pandemic and quarantine measures. As for the loading and transportation of coal, in the 3rd quarter of this year, it is planned to load 25,582 thousand tons of coal, of which inter-regional — 17,177 thousand tons and export — 8,404 thousand tons. In the 4th quarter of this year, it is planned to load 29,222 thousand tons of coal, of which inter-regional — 20,443 thousand tons and export — 8,780 thousand tons. In general, from July to the end of December 2020, it is planned to load 50,804 thousand tons of coal, of which inter-regional — 37,620 thousand tons and export — 17,184 thousand tons. For 6 months of 2020, the volume of loading of coal amounted to 49,500 thousand tons, of which 33,568 thousand tons were loaded inside the Republic of Kazakhstan, for export — 15,932 thousand tons. This indicator is 3% higher compared to the same period last year (Q1 2019 — 47,999 thousand tons). Currently, more than 58 thousand gondola cars are involved in Kazakhstan, of which 32 thousand (55%) are involved in the transportation of coal. For reference: JSC Kaztemirtrans — 28,379 gondola cars; EastKomTrans LLP — 3,698 gondola cars; RailLeasing LLP — 3,665 gondola cars; LLP Trans Kom — 7,093 gondola cars; Bogatyr Trans LLP — 1,447 gondola cars.
