N.Nigmatulin: Timeliness of ratifications of international agreements is important for integration processes

The Chairman of the Mazhilis focused on the importance of timely passage of domestic procedures for the ratification of international treaties, despite the pandemic, reports.

The issue was raised at the plenary session of the Mazhilis during the consideration of the draft law on the ratification of amendments to the Protocol on the conditions and transitional provisions on the application by Kyrgyzstan of the Treaty on the EAEU, certain international treaties included in the law of the Union, and acts of its bodies in connection with the accession of the Kyrgyz Republic to the Treaty on Eurasian Economic Union.

The amendments provide for an extension for one year, taking into account the date of signing the document - for 2020, the transition period for the application of reduced rates of import customs duties by Kyrgyzstan. In this regard, the deputies asked the developer of the bill, the Ministry of Trade and Integration, why the bill was submitted for ratification only a year later. According to the developers, the main reason for this delay was the impact of the coronavirus pandemic.

At the same time, the Chairman of the Mazhilis Nurlan Nigmatulin, noting that the norms of the document, despite the delay in the ratification procedure, make it possible to implement the agreements of the heads of state, emphasized the need for timely passage of domestic procedures for the ratification of international treaties despite the pandemic.

«A number of ministries systematically violate the terms of the procedures for the ratification of international treaties. For over a year you have been carrying out domestic procedures for agreeing on this important ratification within the framework of the Eurasian Economic Union. It's a pandemic, it's clear. But here, if anything, everyone has learned to refer to the coronavirus pandemic. There was and is a pandemic in Armenia, Belarus and Russia. But the governments of these countries managed to carry out all the procedures on time and gave their parliaments the opportunity to ratify this important Agreement within the EAEU on time. You have dragged out the intergovernmental agreements for a whole year. A pandemic is not a reason to reduce the pace, quality and responsibility of the work of ministries and departments», said  Nurlan Nigmatulin, referring to the developer of the bill.

According to the Speaker of the Mazhilis, the timely ratification of international agreements largely depends on the coordinated work of the ministries.

«We recently adopted a draft law on international treaties, which regulates all issues related to such agreements. Government agencies should try to comply with these norms. These are our international obligations. In general, one should understand that the timeliness of the ratification of international agreements is important for integration processes», emphasized N.Nigmatulin.
