Mamin visited a viewing point where he inspected the progress of projects to protect from mudflow and flood danger on the Khorgos River. The Prime Minister was informed about the start of the construction of the dams and presented a project for the construction of channel-forming and gardening facilities. Head of Kazselezaschita Toktarbek Baymoldayev said that in order to protect the bridge’s structures from melt water passes, bank protection works were carried out along the riverbed, construction along the patrol and tractor road from the Chukurulak dam to Kazankol Lake with a total length of 17 km, and reduce the level of water. Special attention is paid to the prevention and elimination of emergency situations.
On the Kazakh-Chinese border, the Prime Minister visited Central Asia’s largest checkpoint Nur Zholy and the dry port of the Khorgos-Eastern Gate special economic zone, which are designed to increase trade turnover between the countries and increase the transit potential of Kazakhstan.
During the inspection of the Nur Zholy checkpoint, the Prime Minister was informed that starting from September 2018, thanks to innovative technologies, about 2,500 vehicles, including 2,200 freight and 300 passenger. At the same time, it is possible to increase the capacity up to 5,000 units per day. At the same time, automating the process of separating traffic flows reduced the transit time of freight vehicles to 40 minutes (from the start of registration to release from the checkpoint). This system of non-stop border crossing was first introduced in the CIS. The implementation of the project by 2020 will allow for an additional flow of funds of 20.3 billion tenge on average.
During the visit to the Khorgos-Eastern Gate special economic zone, Mamin presented plans for the implementation of industrial parks. The Prime Minister stressed the need to intensify work with potential investors and timely fill the territory of the zones. Here, a warehouse terminal was visited, two dry warehouses were examined, which will be put into operation in April 2019, and plans for opening an additional multi-temperature warehouse were presented. The issues of the automation of warehouses was considered.
Along with this, Mamin was presented key performance indicators of existing industrial enterprises and projects of new facilities. The plant for the production of compound feeds "Phoenix Feed Mills," with a capacity of 60,000 tons per year, will be commissioned in April 2019. Eighty-seven jobs have already been created. The grain terminal Zarya Ltd, launched last November, was also examined. The elevator complex is intended for the one-time storage of 15 thousand tons of corn grain (with a further expansion of the second line by 30 thousand tons), bringing it to the appropriate condition. Products are exported to Uzbekistan, however, work is underway to enter the PRC market.
As part of the working visit, the Khorgos International Center for Boundary Cooperation was visited. The Prime Minister was presented with an automated accounting and control system for visitors, the movement of goods and vehicles on the center’s territory, which will improve the efficiency of customs administration. In addition, the baggage terminal with a handling capacity of up to 100 tons of baggage per day was inspected.
Within the center’s territory, people, goods and vehicles move freely, without the need for visas.
Askar Mamin also visited Kazakhstan's shopping facilities located on the territory of the Khorgos Center.
The tax benefits for them are aimed at developing small and medium-sized entrepreneurship and increasing the share of exports in trade with China.
In the course of the trip, the Prime Minister was informed about the current situation and further work on the construction of the new city of Nurkent. Information on the life support of the settlement, in particular the solution of housing issues was proveded.
