In order to maintain public health protection, mass events are actively carried out for the promotion of a healthy lifestyle, where over 6 million people took part in the 6 months of this year. Screening coverage of the population in 2018 was over 1.5 million people, or 91% of the planned volume. Immunization of the population reached 95.2%.
"For the priority development of primary health care, the outpatient and polyclinic network is disaggregated. Thus, during the reporting period, the number of medical stations increased by 12%; it decreased the burden on district doctors, bringing the number of attached population to 1950 people. As a result, the number of visits increased by 23%," Birtanov said.
In addition, under the State Program, the activities of the emergency service are being reformed. Thus, non-urgent calls were transferred to polyclinics, phased training of personnel to meet the international requirements is being carried out, Single Operations Centers were created in nine regions of the country.
According to the results of six months of 2018, the average length of time of the arrival was reduced by seven minutes, the indicator of successful resuscitation grew by 14%, prehospital mortality is decreasing.
Under the State Program on Ensuring the Quality of Medical Services, the Comprehensive Plan to Combat Cancer was approved, the Comprehensive Plan to Combat Tuberculosis was updated, and 20 road maps are being implemented. Work is underway to increase the availability and convenience of public services by providing them in electronic format and through mobile applications.
Minister Birtanov also noted that centralization of outpatient drug provision was carried out within the framework of the National Policy of Medicinal Support. Also, the transparency of the activities of the Single Distributor has been increased. According to the Ministry of Healthcare, this increased the efficiency of procurement and saved the budget funds.
The number of ambulatory patients provided with medicines increased by 5%. Financing of out-patient drug provision was increased by 27% following the results of the additional bid campaign of regions in the amount of 31 billion tenge.
Yelzhan Birtanov emphasized that it is extremely important to finish the implementation of electronic document management in polyclinics before the end of August this year.
"This way we will ensure the transparency of the drug provision, up to every patient in the country. Moreover, this will allow us to establish feedback with each patient," Birtanov informed.
He also said that in order to ensure uninterrupted provision of the population with medicines in 2019, starting from July 2018, measures to purchase and supply drugs to the regions began.
To fulfill the instructions of the Head of the State, the work to deregulate the market for the provision of medical services and support the development of private medical providers will continue under the State Program. In this regard, the number of inspections of entrepreneurs reduced by 10%.
So, efforts to deregulate the medical services market led to 41% increase in the number of registered small and medium-sized businesses in the first 6 months of 2017-2018.
In continuation of his report, Yelzhan Birtanov noted that as part of the preparation for the introduction of the Compulsory Social Health Insurance, a bill was drafted providing for a new model of the Guaranteed Amount of Free Medical Care and the Compulsory Insurance.
This year, the Compulsory Social Health Insurance Fund acted as the operator of the guaranteed amount of free medical care.
In addition, the report noted that in the further development of the infrastructure of the industry, work continues to attract investment in the health sector. Over the reporting period, in comparison with the six months of 2017, the total volume of investments increased by 63%. The largest amount of extra-budgetary investments was attracted to the development of sanatorium-and-spa organizations — 41%, general hospitals and specialized hospitals — 21%
Yelzhan Birtanov noted that the number of public-private partnership investments is growing in the industry. For six months of the current year there were 30 projects ofthis kind. In general, for the period 2016-2018, 65 public-private contracts amounting to 35 billion tenge are being implemented.
Since the beginning of the year, pilot paper-free medical records have been launched in eight regions, since July 1 all the remaining regions of the country have been connected. Work places in medical organizations are being provided with computer equipment. This figure reached almost 88%.
In accordance with the Nation’s Plan “100 Concrete Steps,” a bill has been introduced to form corporate governance to simplify the requirements for the creation of Supervisory Boards, change the requirements for their members and expand the powers of the councils. In general, there is 23.5% increase in the number of Supervisory Boards on the right of economic management in enterprises. At the same time, by the end of 2018, all medical organizations will be transferred to the legal status of enterprises on the basis of the economic management right. For today in some regions this work is executed on 70-80%.
"The average salary of doctors in medical organizations which has the management right is higher than that of their colleagues in public medical institutions and amounted to 157,000 tenge, the average staff — 101,000 tenge. The time proved the progressiveness and efficiency of the transition of our enterprises to economic management," Birtanov noted.
With regard to the effective management of human resources, there has been a reduction in the personnel deficit in the industry due to the growing number of medical university graduates. Within the framework of the second stage of strategic partnership with leading foreign universities, the training of the teaching staff of medical schools in the country and abroad is taking place; an intermediate independent assessment of students' knowledge was introduced; the transfer rate of students from the course to the course is increased from 2.2. to 3; Since 2019, an additional exam is being legislatively introduced for selection in medical schools.
To increase the effectiveness of scientific activities, indicators of increasing the share of spending on science, attracting foreign grants, increasing the level of English language proficiency in medical education and science were included in strategic and development plans, as well as the KPI of the first leaders.
